SUBJECT: Second Amendment to Agreement No. P-13-612-G with Stantec Consulting Services, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Second Amendment to Agreement No. P-13-612-G with Stantec Consulting Services, Inc. for required groundwater monitoring, sampling, and reporting at the Blue Hills Disposal Site, extending the term by a year and a half from October 15, 2018 to March 30, 2020 and increasing the maximum by $33,000 to a total of $133,000.
REPORT
Approval of the recommended action will add a year and a half to the five-year agreement. The extension will allow the Department of Public Works and Planning to respond to recent and pending modifications to the requirements imposed by the California Department of Toxic Substances Control (DTSC) for the renewal of the post-closure permit for the Blue Hills Disposal Site (BHDS) and pay for the related additional services. Stantec Consulting Services, Inc. (Stantec) must be retained until the full extent of changes to the requirements is made known by the regulatory agencies. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended action; however, the County would be unable to comply with recent and pending modifications to the requirements imposed by DTSC for renewal of the post-closure permit for BHDS, resulting in fines of up to $15,000 per day.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The maximum compensation of the agreement would increase from $100,000 to $133,000 for the term. Sufficient appropriations are included in the Department's Resources Org 9015 FY 2018-19 Adopted Budget.
