SUBJECT: Federal Program Supplement Agreement
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Program Supplement Agreement No. F289 to Master Agreement for Federal Aid No. 06-5942F15 with the California Department of Transportation for Jensen Avenue Road Reconstruction from Fig Avenue to Fruit Avenue, Federal Project No. STPL-5942(289) ($704,257).
REPORT
The recommended action will authorize the execution of a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds. The PSA will provide reimbursement of the road reconstruction project. This item pertains to a location in District 1.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If your Board does not approve the recommended agreement, it will result in the de-obligation of funding.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The recommended action's preliminary engineering phase is estimated at $704,257, and approval will allow for reimbursement of 76% of project costs from the Federal Highway Administration (FHWA), up to $534,193. A local match of 24% ($170,064) is required and will be funded with the Road Fund 0010. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Road Org 4510 FY 2018-19 Adopted Budget.
DISCUSSION:
Fresno County and Caltrans entered into Administering Agency - State Master Agreement No. 06-5942F15 for Federal Aid projects, approved by the Board of Supervisors on September 13, 2016, as Agreement No. 06-561.
