SUBJECT: LPC Amendment II to Agreement 16-432 for additional Prevention Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. II to Agreement No. 16-432 with LPC Consulting Associates, Inc. to expand services to include the development of a Strategic Prevention Plan and to add new State and Federal boilerplate provisions, effective upon execution and increasing the maximum by $65,000 to a total of $435,000.
REPORT
The County is mandated to have a Strategic Prevention Plan (SPP) in place to guide substance use disorder prevention services. Approval of the recommended action expands the prevention program evaluation services already provided by LPC Consulting Associates, Inc. (LPC) to include the development of a SPP, increasing the total Agreement amount $65,000 with no change to the term of the contract and no net county cost.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the Department will not be able to complete a Strategic Prevention Plan by December 31, 2019, and thus will be out of compliance with State and Federal requirements for future funding allocations

FISCAL IMPACT:

There is no increase in net County cost associated with the recommended action. The cost of the Amendment ($65,000) will be 100% funded with SB 920 Alcohol Abuse Prevention funds. The total five-year maximum compensation for this agreement will increase by $65,000 to $435,000. Sufficient appropriations and estimated revenues ($120,000) are included in the Adopted FY 2018-19 budget. Sufficient appropriations will be allocated in subsequent years.
