SUBJECT: Agreement with Turning Point of Central California, Inc. for Transitional Housing

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Turning Point of Central California, Inc. to provide transitional housing beds, sustenance, and associated services for the Probation Department effective February 1, 2019, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed compensation amount of $3,000,000.
REPORT
There is no Net County Cost associated with the recommended actions, as all costs for this agreement are fully offset with Public Safety Realignment Act (Assembly Bill 109) revenue. The recommended Agreement will enable the County to continue to provide transitional housing beds, sustenance, and associated services for individuals on Probation or Pretrial. Turning Point of Central California, Inc. (Turning Point) was chosen from a Request for Quotation (RFQ) process. The current agreement for these services will expire on January 31, 2019. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the transitional housing beds, sustenance, and associated services included in the recommended agreement will not be provided.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Funding for this agreement is fully offset with Assembly Bill 109 revenue. The maximum annual compensation for this agreement is $600,000, with a maximum compensation for the full 5 year term totaling $3,000,000. Appropriations and estimated revenues are included in Probation's FY 2018-19 Adopted Org 3430 Budget. Funding for subsequent years of this agreement will be included in the Department's future budget requests.
