SUBMITTED BY:                     Margaret Mims, Sheriff-Coroner-Public Administrator

SUBJECT:                     Retroactive Applications for FY 2019-20 Boating Equipment Grants

RECOMMENDED ACTION(S):

TITLE

1.                     Retroactively authorize the Sheriff’s Office previous submittal of a grant application in the amount of $139,261 to the State of California Department of Parks and Recreation Division of Boating and Waterways for a new patrol vessel; and

2.                     Retroactively authorize the Sheriff’s Office previous submittal of a grant application in the amount of $15,699 to the State of California Department of Parks and Recreation Division of Boating and Waterways for vessel repaint and dry suits.

REPORT

There is no increase in Net County Cost associated with the recommended actions. The grant applications were submitted to the State of California Department of Parks and Recreation Division of Boating and Waterways on March 29, 2019 to meet the application deadlines, contingent upon your Board’s approval. If awarded, the Sheriff’s Office will return to your Board to request approval of the equipment agreement and the funding will be used to replace one of its five lake patrol boats, repaint three patrol boats, purchase and install new decals on those three boats, and purchase eight swift water rescue dry suits. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended actions are not approved, the equipment grant application will be withdrawn, which will result in the loss of a new patrol vessel, upkeep of the three patrol boats and new dry suits for the Sheriff’s Office Boating Safety Unit to use for operation needs.

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended actions. The overall total of the equipment grant applications for FY 2019-20 is $154,960 for a new patrol vessel, upkeep of three patrol boats and purchase of swift water rescue dry suits. The Sheriff’s Office will not receive award notification from the State Department of Parks and Recreation Division of Boating and Waterways until August 2019. The application for the Boating Safety and Enforcement Annual Contract for FY 2019-20 was approved by your Board on October 23, 2018. If awarded, this will be a supplemental grant to the County of Fresno in addition to the Boating Safety and Enforcement Annual Contract for FY 2019-20 in the amount of $452,764 tentatively scheduled to go to your Board on May 7, 2019.

DISCUSSION:

The Boating Safety and Enforcement financial aid program was established to provide aid to local governmental agencies whose waterways have a high transient usage and lack a sufficient tax base to support an adequate and effective boating safety and law enforcement program.

The State of California Department of Parks and Recreation Division of Boating and Waterways provides financial aid to counties for their boating safety programs based on the needs of an area, less revenues generated from property taxes assessed on boats in the County.

On January 20, 1982, your Board approved the establishment of the Sheriff’s Boating Unit. An application for financial aid has been authorized each fiscal year thereafter.
