SUBJECT:                     Amendment II to SUD Prevention Agreements with Youth Leadership Institute and California Health Collaborative

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Amendment II to Agreement No. 16-430-1 with California Health Collaborative for Substance Use Disorder Prevention services, effective upon execution, with no change to the compensation amount or term of July 1, 2016 through June 30, 2020 ($1,453,332).

 

2.                     Approve and authorize the Chairmen to execute Amendment II to Agreement No. 16-431-1 with Youth Leadership Institute for Substance Use Disorder Prevention services, effective upon execution, with no change to the compensation amount or term of July 1, 2016 through June 30, 2020 ($2,666,664).

REPORT

Approval of the recommended actions will provide consistency in interpreting the terms and conditions of the agreements and provide a clear comprehensive document for Substance Abuse Prevention and Treatment (SAPT) and Drug Medi-Cal Organized Delivery System (DMC-ODS) regulations that pertain to prevention services. The amendment also updates the insurance limits included in the agreement. The agreements are funded with SAPT Funds, with no Net County Cost.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If the recommended actions are not approved, the agreements will not be updated with current County and State contract language. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.

 

DISCUSSION:

 

Department staff conducted a review of substance use disorder prevention Agreements No. 16-430-1 and No. 16-431-1 and confirmed the need to update sections in the Agreements that are no longer current, applicable, or were not originally included. The language updates include new insurance requirements, website links, addresses, definitions, and document submission deadlines dates and/or requirements. Additionally, more detailed instructions were provided for reporting Primary Prevention Substance Use Disorder Data and meeting Friday Night Live standards. The amendments ensure the Agreements accurately cite current laws and policies and meet requirements of the State-County SAPT contract and the DMC-ODS Intergovernmental Agreement the County holds with the Department of Health Care Services.
