SUBJECT: Award Contract No. 18-16-C, 2018-19 Bituminous Seal Coats at Various Locations in Fresno County

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract No. 18-16-C, 2018-19 Bituminous Seal Coats at Various Locations in Fresno County, receive verbal report on the bid opening, and award to the bidder with the lowest responsive bid.
REPORT
Approval of the recommended action will authorize the award of a county funded Roads project. This item pertains to locations in Districts 1 and 5.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the Bituminous Seal Coats at Various Locations Project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The contract construction cost is estimated to range between $1,032,300 and $1,140,900, including the additive locations. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning's - Road Org 4510 FY 2018-19 Adopted Budget.

DISCUSSION:

The Project consists, in general, of furnishing and placing screenings over asphaltic emulsion (bituminous seal coat) at various existing roads in Fresno County. The seal coat will be constructed on 19.43 miles of roadway on County roads. An additional 6.63 miles of County roads may be awarded as additive bids. County road maintenance crews will repair, trim, and blade heavy dirt deposits and vegetation from the existing surfacing in advance of construction.

The recommended action allows Department staff to present a verbal report for a bid opening held on May 2, 2019, for the Project. The verbal report includes the estimated cost of construction based on the lowest responsive bid and the list of bidders and their respective bid amounts.
