SUBJECT: Intergovernmental Transfer Agreements with the California Department of Health Care Services
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute an Amendment to Agreement No. 17-198 with the California Department of Health Care Services, to extend the term of the existing agreement for the Intergovernmental Transfer program for Blue Cross of California Partnership Plan dba Anthem Blue Cross by 18 months from June 30, 2019 to December 31, 2020 with no increase in the maximum compensation of $718,355.
2. Approve and authorize the Chairman to execute an Amendment to Agreement No. 17-199 with the California Department of Health Care Services to extend the term of the existing agreement for the Intergovernmental Transfer program for CalViva Health by 18 months from June 30, 2019 to December 31, 2020 with no increase in the maximum compensation of $1,796,438.
3. Approve and authorize the Chairman to execute an Amendment to Agreement No. 17-200 with the California Department of Health Care Services to extend the term of the existing agreement for the Intergovernmental Transfer program assessment fee for Blue Cross of California Partnership Plan dba Anthem Blue Cross by 18 months from June 30, 2019 to December 31, 2020 with no increase in the maximum compensation of $143,671.
4. Approve and authorize the Chairman to execute an Amendment to Agreement No. 17-201 with the California Department of Health Care Services to extend the term of the existing agreement for the Intergovernmental Transfer program assessment fee for CalViva Health by 18 months from June 30, 2019 to December 31, 2020 with no increase in the maximum compensation of $359,288.
REPORT
Approval of the recommended actions will extend the terms of the agreements through December 31, 2020. The amendments are processed at the request of the California Department of Health Care Services (DHCS) to allow the State additional time to complete the reconciliation process for the program. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The assessment fees and matching funds are fully funded with Health Realignment. Sufficient appropriations will be requested in the Department of Public Health’s Org 5620 FY 2019-20 Recommended Budget.
DISCUSSION:
On May 16, 2017, the Board approved Agreement Nos. 17-198, 17-199, 17-200, and 17-201 that allowed the Department to participate in the Intergovernmental Transfer (IGT) program with DHCS and local Medi-Cal Managed Care plans: Blue Cross of California Partnership Plan dba Anthem Blue Cross and CalViva Health.
The IGT process is a mechanism by which local governments obtain additional Federal matching funds for programs serving Medi-Cal clients. The funds become available when the State claims Federal funds for use in the California Medi-Cal system at less than the allowable maximum funding level. The difference between the maximum allowable Federal funding level and the actual amount drawn down by the State is available for draw down by counties and other public entities through an IGT. The Department’s participation in the IGT program will provide additional funds for expansion and improvement of health care services to Medi-Cal clients.
The recommended amendments extend the agreement term at the request of DHCS to allow for additional time to complete the reconciliation process for the program. The amendments do not change other underlying terms of the agreements.
