SUBJECT:                     First Amendment to Agreement with Gartner, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement No. 17-459 with Gartner, Inc., to add a staff member to the subscription-based research, executive coaching, and advisory services, effective upon execution with no change in term to August 31, 2022, and increasing the maximum by $120,380 to a total of $1,098,038.

REPORT

Approval of the recommended action will allow the Internal Services Department - Information Technology (ISD-IT) Division to accommodate the addition of a new executive staff member in its agreement with Gartner, Inc (Gartner).  Gartner provides ISD-IT executive staff with support to leverage analyst research, industry best practices, and emerging practices, along with first-hand expertise from a diverse network of IT contemporaries working in the Federal, State, and Local government. This item is countywide.  

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended action, ISD-IT will not have its entire executive staff included in the agreement.  Some executive staff will be unable to stay ahead of emerging technology, and will struggle to complete technology-enabled business initiatives in a timely and cost-effective manner.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The proposed agreement will increase the maximum by $120,380, to a total of $1,098,038 for the term of this agreement. Sufficient appropriations and estimated revenues are included in the Department’s Information Technology Services Org 8905 FY 2018-19 Adopted Budget and will be included in future budget requests.

 

DISCUSSION:

 

Gartner provides ISD-IT executive-level staff with advisory services, technical expertise and executive coaching.  This is valuable input as ISD-IT continues to evaluate countywide department practices and long-term objectives for implementing emerging technologies, including data analytics, business intelligence, and Cloud-based services for data and voice communications.  When the agreement with Gartner was initially executed on September 12, 2017, there were no active plans to fill an existing vacant ISD Division Manager position. As this vacancy has now been filled by ISD-IT, this amendment adjusts future year costs to account for the addition of the executive staff member, and allows for a pro-rated fee for the remainder of the current contract year.

 

Approval of the recommended action will allow ISD-IT to provide best-practice emerging technology solutions and services for long-term, cost-effective departmental needs.
