SUBJECT: Amendment to Agreement with the California Department of Public Health for the California Home Visiting Program

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive Amendment II to Agreement No. 15-266 with the California Department of Public Health, for the California Home Visiting Program, effective July 1, 2017 through June 30, 2019 and decreasing the maximum by $439,366 to a total of $3,134,562.
REPORT
Approval of the recommended action will decrease the California Department of Public Health (CDPH) funding to the County's California Home Visiting Program (CHVP) by 12.29% ($439,366) due to Health Resources and Services Administration (HRSA) funding reductions. The recommended action will also add mandatory programmatic requirements to the CHVP scope of work and remove some unnecessary language for clarification purposes. The decrease did not impact the services CHVP provides including public health nurse home visitation, health education, and linkage to community resources to first-time, low-income mothers and their families in the County. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action.

RETROACTIVE AGREEMENT:

The recommended agreement is retroactive to July 1, 2017 and was received from CDPH on February 1, 2019. The time required to prepare and review the recommended amendment did not allow presentation to your Board at an earlier date.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will decrease the revenue agreement from $3,573,928 to $3,134,562 a 12.29% decrease ($439,366). The reduction impacts Years 3 and 4 (FYs 2017-18 and 2018-19), reducing the annual maximum from $863,839 to $644,156.
