SUBJECT:                     Retroactive Amendment to Agreement with the California Department of Public Health

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute retroactive Amendment III to Agreement No. 15-524 with the California Department of Public Health, for Sexually Transmitted Disease Prevention programs, effective January 1, 2019, with no change in term to June 30, 2019 and decreasing the maximum by $8,619 to a total of $410,891.

 

REPORT

Approval of the recommended action will decrease funding for sexually transmitted disease (STD) activities by 2.05% ($8,619).  The California Department of Public Health (CDPH) STD Control Branch eliminated funding to the Chlamydia and Gonorrhea Screening Project and eliminated the Department’s participation in the program that included screening, testing, and treatment services to eligible females entering the Juvenile Justice Campus (JJC).  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The FY 2018-19 allocation will decrease by $8,619 from $87,425 to $78,806; the term maximum will decrease from $419,510 to $410,891.

 

Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2018-19 Adopted Budget.  The revenue agreement limits indirect cost recovery to 25% of salaries and benefits as compared to the Departments current indirect rate of 25.42%; the difference ($331) will be funded with Health Realignment.

 

DISCUSSION:

 

On October 13, 2015, the Board approved Agreement No. 15-524 with the CDPH for funding to support STD prevention, treatment and interruption activities.  On February 7, 2017 and April 3, 2018, your Board approved amendments decreasing the maximum of the agreement by $80,000 and $7,270, respectively, to a total of $419,510. 

 

The recommended amendment eliminates the County’s FY 2018-19 STD Chlamydia and Gonorrhea Screening Project scope of work and budget effective January 1, 2019.  CDPH eliminated the funding January 1, 2019.  All other terms of the agreement remain unchanged.
