RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues in the Sheriff-Coroner-Public Administrator Org 3111 in the amount of $14,619 (4/5 vote);

2.                     Adopt Budget Resolution increasing FY 2018-19 appropriations for the Special Revenue Fund Sheriff-Coroner-Public Administrator Inmate Welfare Fund Org 1500 in the amount of $14,619 (4/5 vote); and

3.                     Approve Amendment to the Salary Resolution adding 1 Sheriff’s Health Services Manager to the Sheriff-Coroner-Public Administrator’s Org 3111, effective June 3, 2019 as reflected in Appendix C.

REPORT

There is no additional Net County Cost associated with the recommended actions. The budget resolutions will add the necessary appropriations and estimated revenues for the additional position in the Sheriff-Coroner-Public Administrator’s Org 3111 for the remainder of FY 2018-19. The Sheriff’s Health Services Manager will be responsible for developing, implementing, and maintaining procedural systems that monitor quality of inmate care using federal, state, and local regulations governing quality assurance to ensure departmental compliance. The FY 2018-19 and ongoing costs associated with the position will be fully offset by the Inmate Welfare Fund. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the Sheriff’s Health Services Manager will not be added to the current budget.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The addition of the Sheriff’s Health Services Manager position will result in an increase of $14,619 in Salaries and Benefits for the remainder of the fiscal year and will be fully revenue offset by the Inmate Welfare Fund.  Through approval of the budget resolutions, the Sheriff-Coroner-Public Administrator Org 3111 will receive $14,619 as an Operating Transfer In from the Inmate Welfare Fund’s Special Revenue Fund, 0096, Inmate Welfare Fund Org 1500 to fund the costs associated with the Sheriff’s Health Services Manager position.  The Department’s FY 2019-20 budget request will also include the appropriations and revenues required for this position.

 

 

 

DISCUSSION:

 

On April 3, 2018, the Board of Supervisors approved a five-year agreement with California Forensic Medical Group (CFMG) for Comprehensive Medical and Behavioral Health Care Services at the County Detention Facilities effective July 1, 2018.  The Sheriff’s Health Services Manager will coordinate quality assurance and improvement programs and activities. Responsibilities include developing, implementing and maintaining procedural systems that monitor quality of inmate care using federal, state, and local regulations governing quality assurance to ensure departmental compliance.  This position will also monitor compliance with the Quentin Hall consent decree.

 

Approval of the recommended actions will allow the Department to address administrative support needs with the allocation of the Sheriff’s Health Services Manager position.
