SUBJECT:                     National Association of Counties Credentials Voting Form

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute the 2019 Credentials Voting Form, including the designation of Supervisor Magsig as the County’s voting delegate, for submission to the National Association of Counties.

REPORT

There is no increase in Net County Cost associated with the recommended action. On May 16, 2017, your Board approved continued membership in the National Association of Counties (NACo). Approval of the recommended action will authorize submission of the 2019 Credential Voting Form to NACo designating Supervisor Magsig as the County of Fresno’s voting delegate at the annual conference on July 12-15, 2019. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. If the recommended action is not approved, the County of Fresno will not be able to participate in the association’s annual election of officers and policy adoption.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The NACo calendar year (CY) 2019 dues of $18,421 were paid in November 2018.  Dues for CY 2020 will be included in the FY 2019-20 recommended budget for Interest and Miscellaneous Expenditures Org 2540.

DISCUSSION:

On May 16, 2017, your Board approved continued membership in NACo. The NACo is the leading voice for all counties and ensures that California county priorities are at the top of the national agenda, including federal funding for local transportation, Secure Rural Schools, Payment in Lieu of Taxes (PILT), State Criminal Alien Assistance Program (SCAAP), and other issues impacting our county.

Supervisor Magsig has registered to attend NACo’s annual conference in July 2019.  In order for Supervisor Magsig to be able to vote at the conference (on the County’s behalf), the required 2019 Credentials Voting form must be submitted to the NACo by June 28, 2019 to meet the association’s submission deadline.  Approval and submission of the form is an annual requirement.

Membership services through NACo include legislative representation, technical assistance, federal grant information, awards for innovation, conferences and meetings, deferred compensation program, World Wide Web and network services, and financial services.
