DISCUSSION:

In accordance with California's Health and Safety Code Section 130100-130155, the Children and Families Commission of Fresno County (First 5 Fresno County) is required to adopt a strategic plan for the support and improvement of early childhood development within the county. Your Board took action to revise the county ordinance governing the local First 5 Commission in September 2014, to add a new requirement, among other revisions, for First 5 Fresno County to present its proposed strategic plan to the board of supervisors, as a regular item on the agenda of a regularly scheduled board of supervisors meeting (2.38.030 (B)). In addition, a 45-day public comment period is to begin following this presentation, for the local First 5 Commission to receive and consider any comments on the proposed strategic plan.

The scope of the proposed 2020 - 2025 Strategic Plan outlines the planning process, framework, strategies and indicators of progress to guide funding decisions and future partnerships by First 5 Fresno County. The local First 5 Commission reviews and adopts the strategic plan in a public meeting. Once adopted by the local First 5 Commission, the strategic plan is submitted to the California Children and Families Commission and to your Board, as required by statute.
