SUBJECT: First Amendment to Agreement with the Zoo Authority

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 05-237 with the Fresno County Zoo Authority to revise the method of payment section, effective upon execution, with no change to the compensation amount or term.
REPORT
Section Five of the agreement states that the County may submit invoices to the Fresno County Zoo Authority for reimbursement of costs incurred in the performance of this agreement on a quarterly basis. The recommended amendment revises this section to allow the submission of invoices once per month and deletes the 45-day reimbursement requirement.

ALTERNATIVE ACTION(S):

Your Board may opt to not approve the recommended action and keep the agreement as currently stated.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The Zoo Authority reimburses the County for personnel services based on the hourly charges shown within the Master Schedule of Fees and reimburses for travel and other direct administrative costs associated with administering the agreement.

DISCUSSION:

On July 13, 2004, the Board created the Zoo Authority for support of zoos, zoological facilities, and related zoological purposes in the County. On November 2, 2004, voters approved Measure Z, a transaction and use tax of 0.1 percent for the period of 10 years, for these purposes. Measure Z was approved by voters again in 2014 for an additional 10 years.

On June 14, 2005, the Board approved Agreement No. 05-237 to provide professional and technical services to the Zoo Authority.
