SUBJECT: Fresno County Foster Care Standards and Oversight Committee Bylaws Amendment

RECOMMENDED ACTION(S):
TITLE
1. Approve changes in the membership of the Fresno County Foster Care Standards and Oversight Committee to give the Board of Supervisor member of the Committee the authority to designate a proxy to attend and vote during Committee meetings when he or she is not able to attend.

2. Approve the Amended Bylaws of the Fresno County Foster Care Standards and Oversight Committee.
REPORT
The Fresno County Foster Care Standards and Oversight Committee (FCFCSOC) approved amendments to its bylaws by a unanimous vote during its August 7, 2019 board meeting. It must now go before your Board for approval.

ALTERNATIVE ACTION(S):

Your Board may choose not to approve Recommended Action 1. Should your Board choose not to approve Recommended Action 1, staff recommends that your Board approve that part of the Amended Bylaws of the Fresno County Foster Care Standards and Oversight Committee that were revised to be consistent with Chapter 2.68 of the Fresno County Ordinance Code related to member attendance at boards, commissions and committees.

FISCAL IMPACT:

The recommended action has no fiscal impact on the County.

DISCUSSION:

The mission of the FCFCSOC is to provide oversight for and promote communication between the Board of Supervisors, the Department of Social Services and its related agencies and the community, with emphasis on providing information and recommendations that make the system more effective and efficient.
