SUBJECT:                     Addition of e-Learning Licenses for Contracted Providers

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute First Amendment to Agreement No. 18-419 with Relias Learning, LLC for additional e-learning licenses, effective July 7, 2020 with no change to the term of September 1, 2018 through August 31, 2023 and increasing the maximum by $280,972 to a total of $816,082.

REPORT

Approval of the recommended action will allow the Department of Behavioral Health to ensure that all County and contracted direct care providers in the System of Care have access to mandated trainings through its learning management system (LMS).

 

ALTERNATIVE ACTION(S):

 

Denial of the recommendation could cause the Department to be out of compliance with the Drug Medi-Cal Organized Delivery System and the state Mental Health Plan’s requirement to track cultural competency trainings for all County employees and its contracted provider staff whom deliver behavioral health services. There will also be an additional expense for the Department to secure face-to-face training options.

 

FISCAL IMPACT:

 

There is no increase to Net County Cost associated with the recommended action. Costs for the increase in licenses under this amendment ($280,972) will be funded with Mental Health Services Act (MHSA) - Workforce Education and Training (WET) funds. Sufficient appropriation and estimated revenues are included in DBH Org 5630 FY 2020-21 Recommended Budget and will be included in subsequent budget requests for the duration of the agreement.

 

DISCUSSION:

 

On August 7, 2018, your Board approved Agreement No. 18-419 with Relias Learning, LLC to secure its training application. This application ensures that all County staff and contracted direct service providers receive required trainings as it contains over 900 clinical, non-clinical and administrative behavioral health courses.

 

Relias Learning, LLC is the Department of Behavioral Health’s current Learning Management System. The system is meeting the needs of the Department as it provides relevant trainings to all staff, offers required continuing education unit, and serves as a mechanism to store historical training data. Approval of the recommended action will allow for continuity of the facilitation and tracking of trainings.

 

A total of 1100 licenses were included in the original agreement. Due to substantial growth of the Department and its contracted providers, this number is no longer sufficient to provide each direct service provider with access to the system. The Administration division of the Department with support from the Contracted Services division has determined that an additional 1200 licenses will allow the Department to accommodate all County and contracted staff that provide direct mental health and substance use disorder services. This number of licenses also allows for workforce growth throughout the duration of the agreement.
