SUBJECT: Amendment III to Agreement with the City of Kerman (CDBG 17371)

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment III to Agreement No. 18-561 with the City of Kerman for the Kerman Stanislaus Avenue Park Development, Community Development Block Grant Project No. 17371, effective upon execution with no change in the term to September 15, 2021, and increasing the maximum Community Development Block Grant funding by $290,906 to a total not to exceed $988,913.
REPORT
Approval of the recommended action will provide an additional $290,906 in Community Development Block Grant (CDBG) funds to the Kerman Stanislaus Avenue Park Development Project (Project), increasing the CDBG funds from $698,007 to $988,913. The additional funds are needed to reduce local fund contribution and are available from the City's CDBG allocation included in the County's 2021-22 Action Plan, approved by your Board on May 11, 2021. The total Project cost is estimated at $1,219,683. This item pertains to a location in District 1.

ALTERNATIVE ACTION(S):

Your Board may choose not to approve the recommended third amendment, which may result in the City not having sufficient funds to complete the Project.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The recommended third amendment will increase CDBG funding by $290,906; from $698,007 to $988,913. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2021-22 Recommended Budget and represents the City's 2021-22 CDBG allocation. CDBG funds are provided on a reimbursement basis. The City's local financial contribution in excess of the CDBG funds will decrease from $521,676 to $230,770, which may be necessary to complete the Project.
