RECOMMENDED ACTION(S):

TITLE

Approve and Authorize the Chairman to execute an Agreement with Washington-Baltimore High Intensity Drug Trafficking Area for access to the software mapping platform Overdose Detection Mapping Application Program, effective upon execution, not to exceed five consecutive years ($0).

REPORT

There is no increase in Net County Cost associated with this recommended action. Approval of the recommended action would provide the County of Fresno, Department of Public Health (DPH) access to near real-time suspected overdose data across jurisdictions for evaluation and reporting to inform public safety and public health efforts. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board choose not to approve the recommended action, the Department would not enter into this agreement and would rely on community and federal partners to gather the information causing a delay in data needed to inform current efforts around substance use disorder issues affecting the community and various partner agencies.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. This is approval of a user participation agreement which does not require a monetary exchange. Staff within the Department would be utilizing this software during their normal data analytic job functions.

 

DISCUSSION:

 

Overdose deaths have seen a significant increase in the past several years. In Fresno County, drug overdoses have nearly doubled since 2018 from 123 deaths to 240 in 2020. The Overdose Detection Mapping Application Program (ODMAP) offers the ability to collect both suspected fatal and non-fatal overdoses to mobilize a cohesive and collaborative response.

 

ODMAP is a surveillance system designed to quickly and accurately understand the drug threat in a particular area by providing overdose surveillance data to agencies that work to combat, treat, and prevent drug overdose as well as to help detect, deter, and prosecute those that supply these substances. It links first responders and relevant record management systems to a mapping tool to track overdoses to stimulate response and strategic analysis across jurisdictions. Each agency wishing to participate signs a data sharing agreement which is designed to protect the data within the system. ODMAP is a national software program that was developed and is available through the Washington-Baltimore High Intensity Drug Trafficking Area, one of 34 such areas located throughout the country, which work to combat the use of controlled or illegal substances.

 

The Agreement is the Contractor’s standard format and does not contain model contract provisions that the County usually requires, including language about insurance, independent contractor, notices, and governing law. These provisions are not necessary as this Agreement is for the use of a program developed by the Contractor where the County will have access to a database system that will not require development processes of a product or program built to the specifications made by the County. In addition, both parties agree to be responsible for liability arising from their own conduct.

 

Approval of the recommended action will allow  the Department to access accurate information timely  which will provide useful reports to other County Departments such as the Department of Behavioral Health, the District Attorney, and the Sheriff’s Office.
