SUBJECT:                     Retroactive Grant Application with the California Department of Health Care Services for Crisis Care Mobile Units Program Funds

 

RECOMMENDED ACTION(S):

TITLE

Retroactively approve and authorize the Department of Behavioral Health’s previous submittal of a grant application to the California Department of Health Care Services for supplemental funds to expand crisis intervention team services ($753,500).

REPORT

Approval of the recommended action will authorize the retroactive submission of a grant application to the California Department of Health Care Services (DHCS) for supplemental funds for mobile crisis intervention team (CIT) services and training specific to CIT for Youth. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no alternative action. Should your Board opt not to approve the recommended action, the submitted grant application will be withdrawn from consideration for funding.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. If awarded the grant will provide $753,500 for CIT services over approximately a four-year period (FYs 2021-22 to 2024-25). The funding includes a non-competitive implementation grant base allocation of $500,000 and a requested competitive amount of $253,500. The Department is not required to provide a match and is allowed up to 10% or $68,500 for administrative costs. If the grant is awarded, the Department will return to your Board with an agreement with DHCS and amendments to the existing CIT service agreements (Agreement Nos. 15-317 and 18-688) to add funding for new staff.

 

DISCUSSION:

 

DHCS is utilizing $150 million in funding received from the Behavioral Health Continuum Infrastructure Program and $55 million in funding received from the Substance Abuse and Mental Health Services Administration through the Coronavirus Response and Relief Appropriations Act to solicit applications from county or city behavioral health agencies to support and expand behavioral health mobile crisis and non-crisis services. After learning of the grant opportunity and holding internal planning meetings, the Department submitted the application to DHCS on the due date of August 23, 2021.

 

On July 14, 2015, the Board approved Agreement No. 15-317 with Kings View Behavioral Health (Kings View) for Rural Mental Health Triage Services in the East and West cities of the County in the amount of $7,036,641. Services include, but are not limited to assessment, crisis intervention, community referrals and linkages, and short-term case management. On July 10, 2018, the Board approved the first amendment to extend the term for two additional years from July 1, 2018 to June 30, 2020 and increase the maximum compensation to $12,181,639. Due to the COVID-19 pandemic, on April 28, 2020, your Board approved the second amendment to extend the term for an additional year from July 1, 2020 to June 30, 2021 and increase the maximum compensation to $14,863,515 and on June 22, 2021, your Board approved the third amendment to extend the term for an additional year from July 1, 2021 to June 30, 2022 and increase maximum compensation to $17,545,391. The agreement has been funded with Senate Bill (SB) 82 Investment in Mental Health Wellness Act of 2013 grant, Public Safety Realignment, Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) and Medi-Cal Federal Financial Participation (FFP) revenue.

 

On December 11, 2018, the Board approved Agreement No. 18-688 with Kings View to provide CIT services in the Fresno Metropolitan area in the amount of $11,223,306. Services include, but not limited to assessment, crisis intervention, community referrals and linkages, and short-term/brief case management. This agreement has been funded with MHSA PEI and Medi-Cal FFP revenue.

 

Approval of the recommended action will allow the Department to submit and accept DHCS grant funds, if awarded. Of the requested grant funds:

 

                     $250,000 will be passed through to Kings View to fund four case management/peer support staff across the Rural Triage and Metro CIT programs upon grant award through February 14, 2023. Based on continuous review of the contractor’s outcomes and expectations set forth in their scope of work, the Department identified a gap in providing post-crisis services. The additional case management/peer support staff will be dedicated to conducting post-crisis services, including case management, care coordination, linkage to services and outreach, with an emphasis on the 25 year-old and younger population.

                     $435,000 will be used to fund a CIT for Youth training series through the National Center for Youth Opportunity and Justice upon grant award through June 30, 2025. The CIT for Youth training curriculum is centered around response techniques that are appropriate for youth with behavioral health needs.

                     $68,500 will be reserved to cover County administrative costs.

The Behavioral Health Board was notified of the grant at its September 2021 meeting.
