SUBJECT: Stop Signs at Four Intersections in Fresno County
RECOMMENDED ACTION(S):
TITLE
Adopt Resolution designating four intersections within Fresno County as stop intersections, authorizing additional stop signs making them all-way stops.
REPORT
Approval of the recommended action will allow the installation of additional stop traffic controls at four locations identified in the proposed resolution making them all-way stop intersections, improving traffic safety by requiring vehicles to stop from all approaches. This item pertains to locations in District 4.
ALTERNATIVE ACTION(S):
If the recommended action is not approved by your Board, the traffic controls at the four intersections will remain unchanged.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The estimated cost to perform the work is $1,870 for materials and $2,070 for equipment and labor for a total of $3,940, which will be performed by the Department of Public Works and Planning. Sufficient appropriations and estimated revenues are included in the Department’s - Roads Org 4510 FY 2021-22 Adopted Budget.
DISCUSSION:
Stop controls can be useful as a safety measure at intersections where certain traffic conditions exist. When the Department considers stop control at an intersection, it conducts an engineering study pursuant to guidelines in the California Manual of Uniform Traffic Control Devices. The engineering study may consider criteria such as collision history, traffic volume, traffic delay, line of sight, or any combination of the foregoing. Based upon the study, the Department may make a recommendation regarding the installation of Stop signs.
Intersection Locations:
Central and Temperance Avenues
The intersection of Central and Temperance Avenues is located in District 4. This intersection is in the County’s exclusive jurisdiction. Both Central and Temperance Avenues are County maintained roads southeast of the City of Fresno. The terrain is flat and is within a rural farming area. The speed limit on both roads is 55 Miles Per Hour (MPH).
Central Avenue has an easterly and westerly alignment consisting of two lanes of traffic and is the through road at Temperance Avenue. The pavement measures approximately 24 feet wide from edge to edge. Pavement markings include yellow centerline stripes. The traffic volume on Central Avenue is approximately 1,800 vehicles per day (VPD).
Temperance Avenue has a northerly and southerly alignment consisting of two lanes of traffic. The pavement measures approximately 24 feet wide from edge to edge. Signs and pavement markings include yellow centerline stripes, Stop Ahead signs and pavement markings, Stop bars, Stop signs, and Street Name signs. The traffic volume on Temperance Avenue is approximately 550 VPD.
Between January 1, 2016 and December 31, 2020, there were 17 traffic collisions with right-of-way violation as the primary cause factor (PCF) in 13 of those collisions; resulting in numerous injuries and one fatality. There were five or more reported crashes in a recent 12-month period that are susceptible to correction by an all-way stop.
Approval of the recommended action will authorize the installation of additional Stop control at the intersection of Central and Temperance Avenues, stopping eastbound and westbound traffic on Central Avenue.
Conejo and Fowler Avenues
The intersection of Conejo and Fowler Avenues is located in District 4. This intersection is in the County’s exclusive jurisdiction. Both Conejo and Fowler Avenues are County maintained roads west of the City of Kingsburg. The terrain is flat and is within a rural farming area. The speed limit on both roads is 55 MPH.
Fowler Avenue has a northerly and southerly alignment consisting of two lanes of traffic and is the through road at Conejo Avenue. The pavement measures approximately 40 feet wide from edge to edge. Signs and pavement markings include yellow centerline and edge line stripes, Speed Limit signs, and Intersection warning signs. The traffic volume on Fowler Avenue is 3,000 VPD.
Conejo Avenue has an easterly and westerly alignment consisting of two lanes of traffic. The pavement measures approximately 25 feet wide from edge to edge. Signs and pavement markings include yellow centerline stripes, Stop Ahead signs and pavement marking, Rumble Strips, Stop bars, Flashing LED Stop signs, Cross Traffic Does Not Stop signs and Street Name signs. The traffic volume is on Conejo Avenue is 1,500 VPD.
Between January 1, 2016 and May 27, 2021 there were 22 traffic collisions with right-of-way violation as the PCF in 13 of those collisions; resulting in numerous injuries and no fatalities. There were five or more reported crashes in a recent 12-month period that are susceptible to correction by an all-way stop.
Approval of the recommended action will authorize the installation of additional Stop control at the intersection of Conejo and Fowler Avenues, stopping northbound and southbound traffic on Fowler Avenue.
Del Rey and North Avenues
The intersection of Del Rey and North Avenues is located in District 4. This intersection is in the County’s exclusive jurisdiction. Both Del Rey and North Avenues are County maintained roads west of the City of Sanger. The terrain is flat and is within a rural farming area. The speed limit on both roads is 55 MPH.
North Avenue has an easterly and westerly alignment consisting of two lanes of traffic and is the through road at Del Rey Avenue. The pavement measures approximately 40 feet wide from edge to edge. Pavement markings include yellow centerline stripes. The traffic volume on North Avenue is approximately 2,950 VPD.
Del Rey Avenue has a northerly and southerly alignment consisting of two lanes of traffic. The pavement measures approximately 24 feet wide from edge to edge. Signs and pavement markings include yellow centerline stripes, Stop Ahead signs and pavement markings, Stop bars, Flashing LED Stop signs, Cross Traffic Does Not Stop signs, and Street Name signs. The traffic volume on Del Rey Avenue is approximately 1,000 VPD.
Between January 1, 2016 and December 31, 2020 there were 16 traffic collisions with right-of-way violation as the PCF in 8 of those collisions; resulting in numerous injuries and no fatalities. There were five or more reported crashes in a recent 12-month period that are susceptible to correction by an all-way stop.
Approval of the recommended action will authorize the installation of additional Stop control at the intersection of Del Rey and North Avenues, stopping eastbound and westbound traffic on North Avenue.
Rose and Zediker Avenues
The intersection of Rose and Zediker Avenues is located in District 4. This intersection is in the County’s exclusive jurisdiction. Both Rose and Zediker Avenues are County maintained roads east of the City of Selma. The terrain is flat and is within a rural farming area. The speed limit on both roads is 55 MPH.
Rose Avenue has an easterly and westerly alignment consisting of two lanes of traffic and is the through road at Zediker Avenue. The pavement measures approximately 32 feet wide from edge to edge. Pavement markings include yellow centerline stripes. The traffic volume on Rose Avenue is approximately 2,400 VPD.
Zediker Avenue has a northerly and southerly alignment consisting of two lanes of traffic. The pavement measures approximately 24 feet wide from edge to edge. Signs and pavement markings include yellow centerline stripes, Stop Ahead signs and pavement markings, Rumble Strips, Stop bars, Stop signs, Cross Traffic Does Not Stop signs, and Street Name signs. The traffic volume on Zediker Avenue is approximately 1,650 VPD.

There were five or more reported crashes in a recent 12-month period that are susceptible to correction by an all-way stop.
Approval of the recommended action will authorize the installation of additional Stop control at the intersection of Rose and Zediker Avenues, stopping eastbound and westbound traffic on Rose Avenue.
