SUBJECT: Agreement with the County of Madera

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with the County of Madera on behalf of the Fresno Madera Continuum of Care for homeless planning services, effective upon execution through February 28, 2023, total not to exceed $50,000.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow the Department of Social Services, on behalf of the Fresno Madera Continuum of Care (FMCoC), to award the County of Madera California Emergency Solutions and Housing (CESH) funds. These funds will be used to develop a comprehensive plan to address homelessness in Madera County. This item pertains to Madera County.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should your Board elect not to approve the recommended action, the County of Madera will be unable to utilize FMCoC CESH funding to develop a plan to address homelessness in Madera County.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The maximum cost of the recommended agreement ($50,000) will be offset with CESH funding. Sufficient appropriations and estimated revenues are included in the Department's Org 5610 FY 2021-22 Adopted Budget and will be included in future budget requests.

DISCUSSION:

On November 6, 2018, your Board received a presentation from the Fresno Housing Authority regarding Barbara Poppe and Associates' report entitled A Framework for Action, which provided strategic recommendations to end homelessness in Fresno County. The FMCoC incorporated the recommendations in the development of CESH Program funding applications and spending plan. However, the plan did not include specific strategies for Madera County.
