RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with the County of Madera on behalf of the Fresno Madera Continuum of Care for homeless planning services, effective upon execution through February 28, 2023, total not to exceed $50,000.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow the Department of Social Services, on behalf of the Fresno Madera Continuum of Care (FMCoC), to award the County of Madera California Emergency Solutions and Housing (CESH) funds. These funds will be used to develop a comprehensive plan to address homelessness in Madera County. This item pertains to Madera County.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Should your Board elect not to approve the recommended action, the County of Madera will be unable to utilize FMCoC CESH funding to develop a plan to address homelessness in Madera County.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The maximum cost of the recommended agreement ($50,000) will be offset with CESH funding. Sufficient appropriations and estimated revenues are included in the Department’s Org 5610 FY 2021-22 Adopted Budget and will be included in future budget requests.

 

DISCUSSION:

 

On November 6, 2018, your Board received a presentation from the Fresno Housing Authority regarding Barbara Poppe and Associates’ report entitled A Framework for Action, which provided strategic recommendations to end homelessness in Fresno County. The FMCoC incorporated the recommendations in the development of CESH Program funding applications and spending plan. However, the plan did not include specific strategies for Madera County. As a result, FMCoC plans for CESH funding included developing a comprehensive plan to address homelessness in Madera County.

 

Although CESH funds are allocated to the FMCoC and are under its jurisdiction, the County, through the Department of Social Services, acts as the Administrative Entity and is responsible for overseeing procurement, contract monitoring, and reporting requirements. CESH funds may be used for five primary activities: housing relocation and stabilization, operating subsidies for permanent housing, flexible housing subsidy, operating support for emergency housing interventions, and system support for homeless services and housing delivery.

 

The recommended agreement deviates from the County’s standard boilerplate language as it does not contain language requiring a monthly invoice, rather, the County of Madera will invoice the County of Fresno at minimum once a quarter during FYs 2021-22 and 2022-23. The Administrative Office of the County of Madera will be responsible for securing the appropriate vendor following the County of Madera’s procurement process, collaborating with the chosen vendor, and monitoring the development of the homeless plan. To meet CESH Program reporting requirements established by the California Department of Housing and Community Development (HCD), the County of Madera will provide the Department the completed homeless plan, which will be implemented in partnership with the FMCoC, in Madera County.
