SUBJECT:                     First Amendment to Boating Equipment Grant A-20-435, A-20-436 and Budget Resolution Amendment

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and Authorize the Chairman to execute the First Amendment to Grant Agreement No. A-20-435 (State Grant No. C20L0612) and A-20-436 (State Grant No. C20L0613) with the State of California Department of Parks and Recreation Division of Boating and Waterways, retroactively extending the Grant Agreement Performance Period from November 24, 2020 through September 30, 2022 with no changes to the Grant total award amount of $113,284;

2.                     Approve and authorize the Clerk of the Board to execute Budget Transfer No. 36 ($15,000) transferring appropriations from the Sheriff-Coroner-Public Administrator Org 3111, from Account 7205 (Maintenance-Equipment) to Account 8300 (Equipment); and

3.                     Adopt Budget Resolution increasing FY 2021-22 appropriations for Sheriff-Coroner-Public Administrator’s Org 3111 in the amount of $15,000 (4/5 vote).

REPORT

There is no additional Net County Cost associated with the recommended actions. Approval of the first recommended action will retroactively extend the Grant Agreement Performance period through September 30, 2022 for Grant Agreement No. A-20-435 (State Grant No. C20L0612) for the one patrol boat ($105,222) and Grant Agreement No. A-20-436 (State Grant No. C20L0613) for inflatable raft/salvage equipment ($8,062). Approval of the second recommended action will approve budget transfer action No. 36 and will allow the transfer of funds in the amount of $15,000 to purchase upgrades for the new boat. Approval of the third recommended action will increase the FY 2021-22 appropriations for Sheriff-Coroner-Public Administrator’s Org 3111 to purchase the upgrades for the new boat. This item is countywide.  

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. The non-approval of this item will result in the loss of the Boating and Waterways Equipment Grant awarded for FY 2020-21, re-budget to FY 2021-22.

 

RETROACTIVE AGREEMENT:

 

This recommended first amendment is retroactive to September 30, 2021 due to the negotiations of obtaining signatures. The recommended first amendment was received from the State on September 3, 2021.

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with the recommended actions. The awarded total grant amount of $113,284 will remain unchanged. The recommended First Amendment will extend the Grant Agreement Performance Period from November 24, 2020 through September 20, 2022 with no changes to the Grant total amount of $113,284. Sufficient appropriations and estimated revenues are included in the Sheriff-Coroner-Public Administrator’s Org 3111 for FY 2021-22.

 

Approval of recommended action No. 2 will approve budget transfer No. 36  and will allow the transfer of funds in the amount of $15,000 to purchase upgrades for the new boat.

 

Approval of recommended action No. 3 will increase the FY 2021-22 appropriations in the Sheriff-Coroner-Public Administrator Org 3111 in the amount of $15,000 to purchase upgrades for the new boat including estimated sales tax amount.

 

DISCUSSION:

 

On November 3, 2020, the Board approved the awarded supplemental grant to the County of Fresno in the total amount of $113,284 for FY 2020-21 to purchase a patrol boat in the amount of $105,222, and inflatable raft/salvage equipment in the amount of $8,062. The patrol boat will be used in search and rescue operations, drowned victim recoveries, and vessel accident investigations. The miscellaneous equipment to be purchased includes inflatable raft and salvage equipment. In additional to the new boat, the Sheriff’s Office is requesting for upgrades to the boat; a shox seat estimated cost without sales tax is $2,930, an electric winch estimated cost without sales tax is $6,000, and aluminum welded self-bail floor/deck with non-skid estimated cost without sales tax is $4,500, for a total cost of $13,430, not including sales tax. The estimated sales tax amount for the upgrades ($13,430) of 8.35% is $1,121. Also, there has been an increase in the amount of $365 due to the sales tax rate increased from 7.975% to 8.35% for the new boat purchase order (#M04-0000020894).

 

Grant Agreements No. A-20-435 (State Grant No. C20L60612) and Grant No. A-20-436 (State Grant No. C20L0613) state that the grantee shall complete their equipment purchases by August 31, 2021, and reimbursement requests are due no later than September 30, 2021. The Sheriff’s Office is requesting for an amendment to retroactively extend the purchase and reimbursement deadline to September 30, 2022 with the State of California Department of Parks and Recreation Division of Boating and Waterways. There have been significant delays in manufacturing and shipping delays due to the COVID-19 crisis.
