RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Second Amendment to Agreement A-21-067 with Pinnacle Training System, LLC to add the provision of flu vaccination services, extend the term of the Agreement from December 31, 2021 to June 30, 2022, and increase the maximum by $959,500, total not to exceed $1,459,500.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will execute a second amendment with Pinnacle Training System, LLC (PTS) to continue providing on-call COVID-19 vaccine administration team as well as add the provision of flu vaccination services. This item is Countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. Should your Board not approve the recommended action, PTS will not be able to continue serving as one of Fresno County’s on-call COVID-19 vaccine administration team organizations, significantly reducing the number of vaccine administration and events within Fresno County.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The agreement was funded by the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act funding through June 30, 2021. The remaining term will be funded by the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infection Disease (ELC) Enhancing Detection funding, and/or any other funding made available through legislative action for the COVID-19 response. The maximum payable under this contract is $1,459,500, which represents a $959,500 increase. Sufficient appropriation and estimated revenues are included in the Department’s Org 5620 FY 2021-22 Adopted Budget.

 

DISCUSSION:

 

On March 9, 2021, your Board made a finding that it was in the best interest of the County to suspend the competitive bidding process in an emergency when goods or services are immediately necessary for the preservation of public health, welfare, safety, or the protection of County property, consistent with Administrative Policy No. 34, for urgent and necessary COVID-19 vaccination services for Fresno County Employees. At that time, your Board executed a retroactive agreement with PTS to provide COVID-19 vaccination services to County employees. On July 13, 2021, your Board approved the First Amendment to Agreement No. A-21-067 with PTS to expand COVID-19 vaccination administration to the Fresno County residents.

 

The ongoing COVID-19 pandemic has created an urgent need to have PTS continue providing vaccination services to the residents of the Fresno County. PTS has been designated as an approved vendor of COVID-19 vaccination services by the Department of Public Health (DPH) and possess mobilization capability enabling them to be highly utilized. Through August 2021, PTS has participated in over 54 clinics organized by DPH and administered over 2,561 doses of COVID-19 vaccine to the community. DPH and PTS anticipate 11 more events by this agenda date.

 

Approval of the recommended action allows the County the opportunity to expand PTS’s scope of work to include the provision of flu vaccination to the community and to assist in COVID vaccination efforts for children ages 5 years old to 11 years old when approved by the U.S. Food and Drug Administration (FDA). The County and PTS will continue to work together to assure the maximization of resources and to meet vaccination goals.
