SUBJECT: Amendment II to Agreement with Centro La Familia Advocacy
Services Inc. for Trafficking and Crime Victims Assistance Program
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment II to Agreement with Centro La Familia Advocacy Services, Inc. for human trafficking and domestic violence victim assistance services, to increase the annual compensation amount for FY 2021-22 by $416,177, increasing the total maximum compensation to $4,166,664.
REPORT
Approval of the recommended action will allow an increase in the agreement compensation amount consistent with the FY 2021-22 Trafficking and Crime Victim Assistance Program (TCVAP) county allocation. The additional funds will be used to expand awareness, outreach, and direct services to non-citizen victims of human trafficking, domestic violence, and other serious crimes, in accordance with Senate Bill 1569. The cost of the recommended amendment will be offset with State TCVAP funds with no Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, enhanced services that target victims of human trafficking, domestic violence and other serious crimes will not be provided, and additional state allocated funds for this purpose would not be used.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the maximum agreement compensation from $3,750,487 to $4,166,664 and will be fully offset with State TCVAP funds. Sufficient appropriations and estimated revenues are included in the Org 5610 FY 2021-22 Adopted Budget and will be included in subsequent budget years.
DISCUSSION:
Senate Bill 1569, (Chapter 672, Statutes of 2006) was enacted on January 1, 2006 making human trafficking a crime in the State of California, and enacting a state-funded victim assistance program, the Trafficking and Crime Victims Assistance Program (TCVAP). TCVAP provides critical benefits and services to noncitizen victims of human trafficking, domestic violence and other serious crimes.
On June 4, 2019, your Board approved Agreement No. 19-252 with Centro La Familia Advocacy Services, Inc. (CLFA) for the provision of TCVAP services. CLFA was the recommended agency as a result of a Request for Proposal process.
CLFA conducts awareness, outreach, and direct services to non-citizen victims of human trafficking, domestic violence, and other serious crimes throughout Fresno County. Services include legal and immigration assistance, court accompaniment, emergency housing, counseling, and transportation.
On November 24, 2020, Amendment No. 19-252-1 was brought to your Board to increase the maximum annual compensation to match the State’s allocation for the corresponding fiscal year. The added funds allowed CLFA to assist an additional 61 victims in FY 2020-21.
The current maximum annual agreement compensation is $709,029, consistent with the State’s FY 2018-19 county allocation. On July 29, 2021, the Department received notification from the state that the county’s FY 2021-22 allocation was increased to $1,125,218. If approved, the recommended amendment will modify the annual agreement compensation for FY 2021-22 to be consistent with the new state allocation. The recommended amendment and increased funding will allow CLFA to expand services, increase community awareness and identify and assist an additional 70 victims in FY 2021-22.
If approved, the recommended amendment will become effective upon execution. All other terms of the agreement remain unchanged.
