RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute an Agreement with Community Action Partnership of Madera County for homeless services in Madera County, effective November 16, 2021 through July 31, 2022, total not to exceed $682,324; and

2.                     Approve and authorize the Chairman to execute an Agreement with WestCare California, Inc. for homeless services in the city of Clovis and metro Fresno, effective November 16, 2021 through July 31, 2022, total not to exceed $828,693.

REPORT

There is no additional Net County Cost associated with the recommended actions which will enable the Department of Social Services to bring additional homeless services to Fresno and Madera Counties. The agreements will be funded with Coronavirus Aid, Relief, and Economic Security Act Emergency Solutions Grants (ESG-CV) funds, administered by the California Department of Housing and Community Development (HCD). The item is countywide and includes Madera County.

 

ALTERNATIVE ACTION(S):

 

Should your Board elect not approve the recommended actions, the Department will forfeit $1,511,017 in ESG-CV funds allocated to the Fresno Madera Continuum of Care (FMCoC).

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The maximum cost of the recommended agreements is $1,511,017 ($682,324 for Community Action Partnership of Madera County and $828,693 for WestCare); and will be entirely offset with ESG-CV funds administered by HCD. Sufficient appropriations and estimated revenues are included in the Department’s Org 5610 FY 2021-22 Adopted Budget and will be included in subsequent budget requests.

 

DISCUSSION:

 

On July 7, 2020, your Board adopted Resolution No. 20-249, authorizing the County through the Department to serve as the Administrative Entity for the FMCoC for ESG-CV funds from HCD. On January 12, 2021, your Board approved revenue Agreement No. 21-012 with HCD for round one of the ESG-CV funds and on July 13, 2021, your Board approved Amendment I to Agreement No. 21-012 with HCD for round two of ESG-CV funds. The ESG-CV funds administered by HCD are Federal ESG dollars passed down to the states for the prevention, preparation, and responses to the coronavirus among individuals and families who are experiencing homelessness or receiving homeless assistance in non-entitlement areas. Although administered by HCD, all Federal regulations pertaining to ESG and ESG-CV apply.

 

Although ESG-CV funds are allocated to the FMCoC and are under its jurisdiction, as the Administrative Entity, the County, through the Department, is responsible for overseeing procurement, contract monitoring, and reporting requirements. On June 22, 2021, the Department issued a Request for Proposal (RFP) and sought proposals from qualified vendors to provide homeless services to prevent, prepare, and respond to the Coronavirus within Fresno and Madera Counties, with a priority given to services in non-entitlement areas including Clovis, Coalinga, Firebaugh, Huron, Parlier, Orange Cove, San Joaquin, Madera City, and Madera County. The services requested were based upon eligible ESG-CV activities, including rapid rehousing, emergency shelter, street outreach, homelessness prevention, Homeless Management Information System (HMIS), and administration. Vendors bidding for homeless services were allowed the flexibility to select one, multiple, or all eligible activities. The RFP closed on July 21, 2021. Two bids were received, and both were deemed responsive by the Internal Services Department - Purchasing Division. On August 20, 2021, the review panel ranked the proposals by individual activities and unanimously recommended funding Community Action Partnership of Madera County (CAPMC) for emergency shelter, street outreach, rapid rehousing, HMIS and administration; and funding WestCare California, Inc. (WestCare) for homelessness prevention, rapid rehousing, and HMIS.

 

CAPMC, in partnership with the Madera Rescue Mission, will provide emergency shelter respite care for 99 homeless individuals being released from Madera Community Hospital and use hotel/motel vouchers to provide emergency shelter beds to 32 homeless individuals. In addition, CAPMC will provide street outreach to 100 unduplicated clients and rapid rehousing case management services to 15 qualified applicants in Madera County.

 

WestCare will provide homelessness prevention to 5 households in the City of Clovis. WestCare will also provide rapid rehousing case management services and direct financial assistance to 25 households in Clovis and 25 households in metro Fresno.

 

The recommended agreements will become effective upon execution and continue through July 31, 2022, with no options for renewal. The length of the agreements is non-standard and truncated due to the expenditure deadlines for ESG-CV funding.
