Children (ICAC) Program grant from the California Governor’s Office of Emergency Services  
(Cal OES), including any amendments and extensions, which assists local law enforcement  
agencies in enhancing their investigative response to offenders who use the internet, online  
communication systems, or other computer technology to sexually exploit children, to fund  
activities of the Fresno County Sheriff’s ICAC Task Force, for the period of January 1, 2026,  
through December 31, 2026 ($1,350,000); approve and authorize the Sheriff-Coroner-Public  
Administrator, or his designee, to execute the required Authorization for the Grant Subaward  
Certification of Assurance of Compliance; and adopt Budget Resolution increasing the FY  
2025-26 appropriations and estimated revenues in the Sheriff-Coroner-Public Administrator’s  
Org 3111 in the amount of $51,358 (4/5 vote)

23. Approve revised Administrative Policy No. 1 - Code of Ethics to include “Conflict of Interest” in  
the title, clarify the roles of the Board Chairman, County Administrative Officer, County Counsel  
and the Director of Human Resources, and remove details regarding reporting and training  
requirements that are not consistent with County Administrative Policy format  
Agriculture  
24. Approve and authorize the Department of Agriculture’s community outreach participation and  
related expenditures at the 2025 Fresno Hmong New Year, per Administrative Policy No. 80  
and Management Directive, Chapter 3300  
Behavioral Health  
25. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34)  
determine that an exception to the competitive bidding requirement under AP 34 is satisfied  
and a suspension of competition is warranted due to unusual or extraordinary circumstances as  
the identified vendors are the only agencies that are able and willing to provide licensed  
psychiatric professionals available to provide services to individuals in Fresno County on a  
non-permanent employment basis; and Approve and authorize the Chairman to execute a  
Master Agreement with various vendors to provide locum tenens psychiatric services, effective  
January 1, 2026, which includes a six month and two-year base contract and two optional  
one-year extensions, total not to exceed $60,000,000  
26. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34),  
determine that an exception to the competitive bidding requirement under AP 34 is satisfied  
and a suspension of competition is warranted due to unusual or extraordinary circumstances,  
and that the best interests of the County would be served by entering into an agreement with  
the California Mental Health Services Authority as it is a Joint Powers Authority that administers  
a low-cost credentialing database among multiple counties in the State; and Approve and  
authorize the Chairman to execute a Participation Agreement with the California Mental Health  
Services Authority for a provider credentialing database, effective upon execution through June  
30, 2026, total not to exceed $166,966  
27. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34),  
determine that an exception to the competitive bidding requirement under AP 34 is satisfied  
and a suspension of competition is warranted due to unusual or extraordinary circumstances  
due to the non-competitive/emergency nature of master agreements and inpatient psychiatric  
hospital referrals; and Approve and authorize the Chairman to execute retroactive Amendment  
No. 2 to Master Agreement No. 25-271, to add Bakersfield Behavioral Healthcare Hospital, LLC  
and Sacramento Behavioral Healthcare Hospital, LLC to the agreement effective July 1, 2025,  
with no change to the term of July 1, 2025, through June 30, 2030, or compensation maximum  
of $140,000,000  
General Services  
28. Approve and authorize the Chairman to execute First Amendment to Master Agreement  
A-21-333 for architectural services, increasing the maximum compensation by $500,000 to  
$2,500,000, with no change to the potential five-year term of July 8, 2021, through July 7, 2026  
29. Approve and authorize the Chairman to execute an Agreement with Sunbelt Rentals, Inc.,  
through a cooperative agreement with Omnia Partners, for equipment and tool rental services,  
effective upon execution for an approximate three-year initial term with two optional one-year  
renewals through April 30, 2030, total not to exceed $1,750,000; and Adopt Budget Resolution  
increasing FY 2025-26 appropriations and estimated revenues for General Services  
Department Fleet Services Org 8910 in the amount of $350,000 for rental equipment and tools  
to maintain and repair County buildings and grounds as necessary to meet departmental needs  
and demands (4/5 vote)  
30. Approve Amendment to the Salary Resolution, adding one Facility Services Manager and one  
Accountant position, and deleting three vacant positions from Facilities Org 8935, effective  
November 10, 2025, as reflected on Appendix “C”  
31. Approve reclassification of approximately $4,844,605 in FY 2024-25 General Services  
Department - Facility Services Org 8935 expenditures determined to be Capital Assets as

33. Approve Amendments to the Personnel Rules, Personnel Rule 4 - Selection Process, effective

34. Ratify the County Administrative Officer’s approval of the Library’s celebration of Fall events  
described in Attachment A, pursuant to Administrative Policy No. 81; and approve and  
authorize the Library to recognize and celebrate holidays, themes, events, days, weeks, or  
months described in Attachment A for five years or until approval is rescinded by the Board, in  
accordance with Administrative Policy No. 81  
Probation  
35. Approve and authorize the Chairman to execute an Amendment I to Agreement No. 24-684  
with Sanger Unified School District to add one additional Deputy Probation Officer assigned to  
Sanger Unified School District campuses to service Sanger Unified School District’s second  
comprehensive high school site, effective November 4, 2025, with no change to the term, and  
increasing the maximum revenue by $69,223 to a total of $190,966; and Authorize the Chief  
Probation Officer or designee to approve and execute written changes to the list of Sanger  
Unified School District school sites to be serviced by the Department, which do not result in any  
further changes to the maximum compensation amount  
36. Approve and authorize the Chairman to execute a retroactive Second Amendment to  
Agreement No. A-21-222 with B.I. Incorporated, doing business in California as BI Correctional  
Services, Inc., to discontinue services for the administration of financial questionnaires,  
effective October 1, 2025, with no change to the term of July 1, 2021, through June 30, 2026,  
or the compensation maximum of $4,121,036  
37. Ratify the County Administrative Officer’s approval of the Probation Department’s Trunk or  
Treat celebration described in Attachment A, pursuant to Administrative Policy No. 81; and  
approve and authorize the Probation Department to continue to celebrate the annual Trunk or  
Treat event, as described in Attachment A, for five years or until approval is rescinded by your  
Board, in accordance with Administrative Policy No. 81  
Public Health  
38. Approve and authorize the Chairman to execute retroactive Agreement with CalViva Health,  
effective January 1, 2024, through December 31, 2027, to meet Department of Health Care  
Services requirements necessary to participate in the Intergovernmental Transfer program  
($9,115,806); and Approve and authorize the Chairman to execute retroactive Agreement with  
Blue Cross of California Partnership Plan dba Anthem Blue Cross, effective January 1, 2024,  
through December 31, 2027, to meet Department of Health Care Services requirements  
necessary to participate in the Intergovernmental Transfer program ($1,002,934)  
39. Approve and authorize the Chairman to execute an Agreement with PBC SolutionOne, Inc.  
DBA CCS Facility Services to provide janitorial services at the Brix-Mercer Complex and  
Fresno County Animal Shelter, which is occupied by the Department of Public Health, effective  
January 1, 2026, not to exceed five consecutive years, which includes a three-year base  
contract and two optional one-year extensions, total not to exceed $928,774 (4/5 vote)  
40. Approve and authorize the Chairman to execute a retroactive revenue Agreement with the  
California Department of Public Health, for Proposition 99 and Proposition 56 Tobacco Control  
Program funds, effective July 1, 2025, through June 30, 2026 ($479,861)  
Public Works and Planning  
41. Approve and authorize Chairman to execute a Retroactive Memorandum of Understanding  
(MOU) with Sierra Resource Conservation District (SRCD) for projects at County parks  
including but not limited to enhancement, habitat restoration, and conservation, effective  
September 9, 2025, until terminated with 60 days written notice by either party; and  
retroactively approve and authorize Director of Public Works and Planning to sign Landowner  
Access Agreement to allow SRCD to utilize State Wildlife Conservation Board funds for habitat  
restoration at China Creek Park and future SRCD projects requiring Landowner Access  
Agreements  
42. Approve and adopt Delta-Mendota Subbasin Domestic Well Mitigation Policy

with WestCare California, Inc. for rapid rehousing services with no change to the base term of

and authorize the Chairman to execute First Amendment to Agreement No. A-24-248 with  
Selma Community Outreach Ministries for rapid rehousing services with no change to the base

45. Adopt Resolution authorizing the Department of Social Services to apply for and accept the  
Transitional Housing Program Round 7 ($945,909) and the Housing Navigation and  
Maintenance Program Round 4 ($545,424) allocations administered by the California  
Department of Housing and Community Development; approve and authorize the Vice  
Chairman to execute the Resolution as required by the California Department of Housing and  
Community Development; and authorize the Director of the Department of Social Services, or
