PROGRAM ACCESSIBILITY AND ACCOMMODATIONS: The Americans with Disabilities Act  
(ADA) Title II covers the programs, services, activities and facilities owned or operated by  
state and local governments like the County of Fresno ("County"). Further, the County

Approve and authorize Chairman to execute Standalone Tax Sharing Agreement with City of  
Fresno for Bullard-Maroa No. 3 Reorganization proposal located on south side of W. Bullard  
Avenue between N. Maroa and N. Winchester Avenues consisting of approximately 0.85 acres  
in unincorporated area proposed to be developed with a four-lot urban residential subdivision  
(the “Bullard-Maroa Reorganization”), subject to certain conditions, including but not limited to  
City of Fresno annexing and/or accepting conveyances from County for or otherwise acquiring  
all road rights-of-way along W. Bullard and N. Winchester Avenues to existing city limit  
boundary prior to LAFCO’s completion of Bullard-Maroa No. 3 Reorganization; and determine  
that approval and authorization of Chairman to execute Standalone Tax Sharing Agreement  
and conveyance of W. Bullard and N. Winchester Avenue Segments between County of  
Fresno and City of Fresno is exempt from requirements of California Environmental Quality Act,  
Public Resources Code 2100, et seq., and direct staff to file a Notice of Exemption with the  
Office of the Fresno County Clerk

Conduct first hearing to amend the Fresno County Ordinance Code, Title 2, Chapter 2.80,  
Section 2.80.150 to allow the In-Home Supportive Services (IHSS) Advisory Committee (AC)  
members to receive compensation for attending monthly meetings to increase member  
participation; waive first reading of the Ordinance in its entirety; and set second hearing for  
March 5, 2024; Designate County Counsel to prepare a fair and adequate summary of the  
proposed Ordinance; and Direct the Clerk of the Board to post and publish the required  
summary in accordance with Government Code Section 25124(b)(1)  
Fresno County Employees' Retirement Association

Receive and file the Fresno County Employees’ Retirement Association Actuarial Valuation and  
Review report (the Actuarial Valuation and Review report) as of June 30, 2023 by The Segal  
Group, Inc. (Segal), relating to the Fresno County Employees’ Retirement Association  
(FCERA); and approve and adopt the Board of Retirement’s recommended rate of interest, and  
employer and FCERA member contribution rates, for FY 2024-25 as provided for in the FCERA  
member contribution rates in Section 4, Exhibit 3 entitled “Member Contribution Rates,” the  
employer contribution rates in Section 2, Subsection F entitled “Recommended Contribution”  
and the Administrative Expense Load percentage of Payroll rates in Section 4, Exhibit 1 of the  
Actuarial Valuation and Review report as of June 30, 2023, in accordance with Government  
Code sections 31453 and 31454

Adopt the proposed Resolution: a. Certifying that the Program Environmental Impact Report  
(PEIR) prepared for the Fresno County General Plan Review and Comprehensive Zoning  
Ordinance Update is complete, adequate, and in conformance with the California  
Environmental Quality Act; b. Accepting the revised General Plan Background Report included  
as Attachment B; and c. Approving General Plan Amendment No. 529, adopting the proposed  
revised General Plan Policy Document included as Attachment C, which consists of  
comprehensive modifications to the existing policies and programs in the 2000 General Plan,  
and which was previously reviewed by the Fresno County Planning Commission as the first  
general plan amendment of 2024; Adopt the proposed Ordinance, approving Amendment  
Application No. 3862 rezoning a 481-acre area, approximately one-half mile north of the  
northern boundary of the City of Fresno, bounded by Friant Road/Willow Avenue to the west,  
Garonne Avenue to the south, those parcels immediately east and adjacent to Auberry Road to  
the east and generally the Birkhead Road alignment to the north and encompassing those  
parcels immediately to the west, northeast and east of the full length of Willow Bluff Avenue  
from the AE (Exclusive Agricultural) to the AL (Limited Agricultural) Zone District; Adopt the  
proposed Ordinance, approving Amendment to Text Application No. 385 and adopting the  
Comprehensive Update to the Fresno County Zoning Ordinance included as Attachment D;  
and Designate County Counsel to prepare a fair and adequate summary of the proposed  
ordinances described in Recommended Actions 2 and 3 above and direct the Clerk of the  
Board to post and publish the required summary in accordance with California Government

Administrative Services Director’s execution of the retroactive grant award from Cal OES for  
the 2023 California Paul Coverdell Forensic Science Improvement Grant for the period of April  
1, 2024 through March 31, 2025 ($51,965); approve and authorize the Chairman to execute the  
authorization for the Certification of Assurance of Compliance, as required by Cal OES; adopt a

24. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34),

and a suspension of competition is warranted due to unusual or extraordinary circumstances,  
and that the best interests of the County would be served by entering into an agreement with  
Unite USA Inc. as it owns and operates the Unite Us Platform which provides a specialized  
web-based data system key to the operation and success of the County’s Multi-Agency Access  
Program; and approve and authorize the Chairman to execute a sole source Agreement with  
Unite USA Inc. for the Unite Us Platform, effective on March 1, 2024 through June 30, 2024,  
total not to exceed $26,667

District Attorneys - represented by the Fresno County Prosecutors Association, regarding the  
increase of salaries, effective March 4, 2024, the addition of a sixth salary step (6th step) to the  
salary ranges for the impacted classifications with a modification of Salary Resolution 411.2 -  
Advance from Step 1 to Step 2, and removal of the 5-year retention pay, effective July 8, 2024;

31. Approve and authorize the Chairman to execute the Third Amendment to Agreement No.  
22-348 with Peraton State & Local, Inc., for mainframe hosting services for the Property  
Management Information System, effective upon execution, increasing the maximum  
compensation by $1,000,000 to a total of $3,550,000, with no change to the potential five-year  
term of February 27, 2020, through February 26, 2025, which includes a four-year term with  
one optional one-year extension

32. Retroactively approve and authorize the Chief Probation Officer’s previous submittal of a Letter  
of Interest and grant application to the California Health and Human Services Agency, Office of  
Youth and Community Restoration (OYCR) for the Less Restrictive Programs Grant  
($2,000,000); approve and authorize the Chairman to execute a grant agreement with OYCR  
for the Less Restrictive Programs Grant (Grant Number 2023-349-OYCR) for the period of  
December 15, 2023 through December 31, 2025 ($2,000,000); adopt resolution authorizing the  
Chairman to execute the Grant Agreement, including any extensions or amendments, with  
OYCR for the period of December 15, 2023 through December 31, 2025, subject to approval  
as to legal form by County Counsel and as to accounting form by the  
Auditor-Controller/Treasurer-Tax Collector, not to exceed $2,000,000; and adopt Budget  
Resolution Increasing FY 2023-24 appropriations and estimated revenues for the Probation  
Department’s Org 3432 in the amount of $2,000,000 (4/5 vote)  
33. Retroactively approve and authorize the Probation Department’s previous submittal of a  
multi-agency partnership application with the City of Fresno to the Board of State and  
Community Corrections for the Organized Retail Theft Prevention Grant Program, effective  
October 1, 2023 to June 1, 2027 ($23,663,194); approve and authorize the Chairman to  
execute the retroactive Memorandum of Understanding with the City of Fresno so that the  
County may receive Board of State and Community Corrections Organized Retail Theft  
Prevention Grant Program funds from the City of Fresno, effective October 1, 2023 to June 1,  
2027, total not to exceed $1,089,975; retroactively approve and ratify execution by Chief  
Probation Officer of Operational Agreement Between Fresno Police Department, Clovis Police  
Department, Fresno County Probation Department, and Fresno County District Attorney’s  
Office, which establishes each party’s intention to work toward the mutual goal of creating a  
task force to combat and prosecute Organized Retail Theft offenders ($0); and adopt Budget  
Resolution increasing FY 2023-24 appropriations and estimated revenue for Probation Org  
3432 in the amount of $681,325 (4/5 vote)  
Public Works and Planning  
34. Adopt Budget Resolution increasing FY 2023-24 appropriations and estimated revenues for  
Probation Org 3430 in the amount of $3,000,000 for Tenant Improvements of existing office  
space at 200 W. Pontiac Way intended for use by the Probation Department upon completion  
(4/5 vote); and adopt Budget Resolution increasing FY 2023-24 appropriations and estimated  
revenues for Public Works and Planning Capital Projects 200 W. Pontiac Way Building  
Improvements Org 8871 in the amount of $18,000,000, for architectural and construction work  
associated with the conversion of warehouse space to office space intended for use by the  
Probation Department upon completion (4/5 vote); and adopt Budget Resolution increasing FY  
2023-24 appropriations in Local Revenue Fund 2011, Org 3436 in the amount of $18,000,000  
(4/5 vote)  
35. Approve and authorize Chairman to execute a Memorandum of Agreement with various  
groundwater sustainability agencies within the Delta-Mendota Subbasin for the preparation of a  
Groundwater Sustainability Plan that includes Fresno County Management Areas A and B; and  
approve and authorize Chairman to execute a Special Project Agreement with San Luis & Delta  
Mendota Water Authority and the Special Projects Participants for coordination and preparation  
of a single Groundwater Sustainability Plan for Delta Mendota Subbasin that includes Fresno  
County Management Areas A and B  
36. Make a finding as required by Public Contract Code Section 3400 that specification of certain  
products for Supervisory Control and Data Acquisition (SCADA) system by brand or trade  
name for leachate collection and control equipment at American Avenue Disposal Site (AADS)  
is compliant with provisions of Public Contract Code Section 3400(c)(2) and 3400(c)(3); and  
authorize staff to incorporate these specific SCADA components within existing project design  
which will be put out to bid  
Social Services  
37. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34),  
determine that an exception to the competitive bidding requirement under AP 34 is satisfied  
and a suspension of competition is warranted due to unusual or extraordinary circumstances,  
and that the best interests of the County would be served by entering into an Agreement with  
Aspiranet, Inc. as this vendor is uniquely qualified to guarantee the continuity of existing  
services necessary to effectively evaluate the successes of the programs and thereby  
determine the best application of State funds; and, Approve and authorize the Chairman to  
execute an Agreement Aspiranet, Inc. for the provision of Transitional Housing Program Plus  
(THP Plus) and Family Unification Program (FUP) housing and supportive services, effective  
March 1, 2024 through December 31, 2024, total amount not to exceed $1,115,140  
38. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34),  
determine that an exception to the competitive bidding requirement under AP 34 is satisfied  
and a suspension of competition is warranted due to unusual or extraordinary circumstances,  
and that the best interests of the County would be served by entering into an Agreement with  
Public Works Alliance as this vendor is uniquely qualified to provide Medi-Cal and Child  
Welfare technical assistance and consultation services and is able to assist the Department  
immediately; and, approve and authorize the Chairman to execute an Agreement with Public  
Works Alliance for organizational consulting and training services, effective upon execution  
through March 30, 2026, total not to exceed $700,000
