RECOMMENDED ACTION(S):

TITLE

Rescind Appointment of Chad Stokes to the Civil Service Commission due to ineligibility.

REPORT

Approval of the recommended action will rescind the recent appointment of Mr. Stokes by your Board. Staff has been made aware of Mr. Stokes’ ineligibility to serve on the Civil Service Commission.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Mr. Stokes is not currently eligible for appointment to the Civil Service Commission.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.

 

DISCUSSION:

 

The Civil Service Commission consists of five qualified electors of the county, who shall hold no other public office of profit (Fresno County Charter Section 44; and Fresno County Ordinance Code 2.60.010).

 

On August 26, 2024, the Clerk of the Board’s office received a Boards, Commissions, and Committees application from Mr. Chad Stokes to serve on the Civil Service Commission. In reviewing whether Mr. Stokes met the eligibility requirements to serve on the Civil Service Commission, staff mistakenly determined Mr. Stokes was eligible for appointment by your Board to the Civil Service Commission. However, Mr. Stokes is a current employee with the County of Fresno and is ineligible to serve on the Civil Service Commission.

 

At the September 10, 2024, meeting of the Board of Supervisors, Mr. Stokes was nominated by Chairman Magsig for appointment to the Civil Service Commission, in the vacant position previously held by Mr. Jordan Houston, and the Board approved the appointment unanimously. Shortly thereafter, staff was made aware of the error and have explained the situation to Mr. Stokes.

 

If your Board approves rescinding the appointment of Mr. Stokes, the position will revert to a vacancy.
