RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications and award Contract 18-10-C, North Avenue Shoulder Improvements to the low bidder, AJ Excavation, Inc., 9662 W. Kearney Blvd., Fresno, CA, in the amount of $924,227.

REPORT

Approval of the recommended action will authorize the award of a Federally funded Congestion Mitigation and Air Quality (CMAQ) project. Pursuant to Resolution No. 19-086, award of the North Avenue Shoulder Improvements Project (Project) would also authorize the Director of Public Works and Planning to execute Contract Change Orders up to $58,711. The Contract Change Order authorization does not allow changes to the scope of work. This item pertains to a location in District 4.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Project will be delayed or will not be constructed.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The anticipated maximum construction cost, based on the low bid and including an allowance for contingencies, is $982,938 ($924,227 contract plus $58,711 change order authorizations). The improvements are 72.84% Federally funded through the CMAQ Program, and Senate Bill 1: Road Maintenance and Rehabilitation (SB 1) revenues will be used to cover the County’s share. Sufficient appropriations and estimated revenues are included in the Department’s Road Org 4510 FY 2018-19 Adopted Budget.

 

DISCUSSION:

 

The purpose of the CMAQ Program is to fund transportation projects or programs that will contribute to attainment or maintenance of the National Ambient Air Quality Standards for ozone, carbon monoxide, and particulate matter.

 

The Project consists, in general, of adding approximately eight feet of new paved shoulder over aggregate base to each side of North Avenue from McCall Avenue to Indianola Avenue, a distance of 1.51 miles. This will widen the existing 24-foot wide roadway to consist of two 12-foot wide travel lanes with eight-foot wide paved shoulders on each side of the roadway. The Project also includes stripping, installation of signs, installation of asphalt concrete dikes in certain sections of the road and other miscellaneous items as specified in the plans and specifications.

 

The Department received ten bids for the Project on March 28, 2019. The lowest bid was $924,227, which is $117,649 or 11.29% lower than the engineer’s estimate of $1,041,876. The bidders, their respective bids, and Disadvantaged Business Enterprise (DBE) Commitments are shown below:

Plans and specifications were prepared by the Department’s Design Division. It is anticipated that construction will begin in June 2019 and will be completed in July 2019.
