SUBJECT:                     Retroactive Amendment I to Agreement with Central Unified School District for Law                                           Enforcement Services

 

RECOMMENDED ACTION:

TITLE

Approve and authorize the Chairman to execute retroactive Amendment I to Agreement 15-373 with the Central Unified School District to extend the term of the existing Agreement for law enforcement services by one year from July 1, 2016 to June 30, 2017 and increasing the contract maximum by $139,363 to a total of $278,726.

REPORT

There is no additional Net County Cost associated with this action. Approval of the recommended action will provide continuation of law enforcement services to the Central Unified School District with the assignment of one Deputy Sheriff position during the school year.

 

ALTERNATIVE ACTION(S):

 

If your Board does not approve the recommended action, the Sheriff-Coroner’s Office would be required to discontinue providing these specified services to the Central Unified School District due to loss of funding and the subsequent elimination of one Deputy Sheriff position.

 

RETROACTIVE AGREEMENT:

 

This recommended agreement is retroactive to July 1, 2016 due to a delay in obtaining approval from the Central Unified School District which was received on June 29, 2016.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with this action.  The recommended agreement will provide $139,363 in revenue from the Central Unified School District for services provided by one Deputy Sheriff for up to 1,440 hours at $96.78 per hour.  On May 24, 2016, your Board approved keeping the Master Schedule of Fees rate at the same level as the FY 2015-16 rates.

 

The Net County Cost associated with this agreement is $16,171, which represents the difference between FY 2016-17 actual costs for one FTE Deputy Sheriff ($155,534) and the costs recovered from Central Unified ($139,363) at the FY 2015-16 rate that was recommended by the Sheriff and approved by your Board as noted earlier. The Sheriff-Coroner’s FY 2016-17 recommended budget Org 3111 contains sufficient appropriations and estimated revenues for these costs.

 

DISCUSSION:

 

The Sheriff-Coroner’s Office has provided contracted law enforcement service to the Central Unified School District since 2004. Duties performed included intervention, prevention, education, and enforcement activities at the Central High School West Campus.

 

On August 11, 2015, your Board approved Agt #15-373 to provide law enforcement services to the Central Unified School District with the assignment of one Deputy Sheriff position during the school year effective from August 12, 2015 through June 8, 2016. The proposed amendment extends the term of the existing Agreement through June 30, 2017 and updates the rates according to the Master Schedule of Fees rates approved by your Board on May 24, 2016 for FY 2016-17. The approval of the recommended action will approve an Amendment for law enforcement services to be provided from August 10, 2016 through June 7, 2017. Additionally, at the request of the school and upon agreement of both parties, the Sheriff-Coroner shall provide law enforcement services at the school’s special events at the Deputy Sheriff overtime rate of $54.94 per hour.
