SUBJECT:                     Amendment I to Agreement No. 15-457 with the City of Selma for the Selma Groundwater Recharge Basin, Community Development Block Grant (CDBG) Project No. 15651

 

RECOMMENDED ACTION:

TITLE

Approve and authorize Chairman to execute Amendment I to Agreement 15-457 with the City of Selma for the Selma Groundwater Recharge Basin, Community Block Grant Project No. 15651 ($586,494).

REPORT

Amendment I to the Agreement provides an additional $157,029 in Community Development Block Grant (CDBG) funds to the project which will increase CDBG funds to a total of $586,494.  The $157,029 amendment amount is available from the City of Selma’s 2016-17 allocation of CDBG funds as listed in the County’s 2016-17 Action Plan as approved by the Board on April 26, 2016.  The additional funds are needed due to increased construction costs.

 

ALTERNATIVE ACTION:

 

If this amendment is not approved, the City may not have sufficient funds to complete the entire project.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  Amendment I will increase CDBG funding for the Selma Groundwater Recharge Basin Project from the City's CDBG allocation by $157,029.  Total CDBG funding for the Project will be $586,494.  The additional CDBG funds are included in the Department’s Community Development Block Grant Org 7205 Adopted Budget for FY 2016-17.  CDBG funds are provided on a reimbursement basis.  The City of Selma will provide all sums of money in excess of the CDBG funds that may be necessary to complete the project.

 

DISCUSSION:

 

On September 22, 2015, as Item #64, the Board approved the Selma Groundwater Recharge Basin Project No. 15651, in the amount of $429,465.  The Agreement provided CDBG funds to the City of Selma on a reimbursement basis for the acquisition of property and the first phase of construction of a groundwater recharge basin.  Engineering and site improvements will be performed including clearing and grubbing, export and basin grading, fencing, metered intertie connection to the adjacent Consolidated Irrigation District canal, and other miscellaneous work required to make the basin operational as a recharge facility. 

 

Amendment I increases the total CDBG funds allocated to this project from $429,465 to $586,494.  The increase is necessary to offset increases in construction costs.  The additional CDBG funds are available from the City's

 

CDBG allocation.  All remaining provisions of the Agreement dated September 22, 2015, will remain in full force and effect.

 

OTHER REVIEWING AGENCIES:

 

Amendment I to the Agreement has been reviewed and approved by the City of Selma.
