SUBJECT:                     Retroactive Revenue Agreement with California Department of Public Health for Project LAUNCH

 

RECOMMENDED ACTION:

TITLE

Approve and authorize the Chairman to execute a retroactive revenue Agreement with California Department of Public Health, for Project LAUNCH (Linking and Addressing the Unmet Needs for Children’s Health) activities, effective December 1, 2015 through June 30, 2019, total not to exceed $367,968.

REPORT

Approval of the recommended action will provide the Department of Public Health with funding to replicate and implement specific successful early childhood strategies of mental health consultation into home visiting, Parent Cafés, and systems integration.  The Department would participate in technical assistance and training provided by Alameda County Public Health, the lead local health jurisdiction, and its contractors.  The proposed Agreement is funded with a grant from the Substance Abuse and Mental Health Services Agency (SAMHSA) through the California Department of Public Health (CDPH), with no increase in Net County Cost.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department would be unable to utilize CDPH funding for participation in Project LAUNCH (Linking and Addressing the Unmet Needs for Children’s Health) activities.

 

RETROACTIVE AGREEMENT:

 

The recommended retroactive revenue Agreement was received from CDPH on May 26, 2016 and is retroactive to December 1, 2015.  The federal grant required planning and budget submittal which resulted in delayed finalization by CDPH.  The time required to prepare and review the recommended agreement did not allow presentation to your Board at an earlier date.  The Department will be able to bill for expenses incurred on the Project during FY 2015-16. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum amount of the revenue Agreement with CDPH for FY 2016-17 is $91,992 and $367,968 for the term.  The proposed Agreement is funded with a grant from SAMHSA.  Sufficient appropriations and estimated revenues are available in the Department Org 5620 FY 2016-17 Adopted Budget and will be included in future fiscal year requested budgets.  The recommended Agreement allows indirect cost recovery of 7.642 percent; the Department’s indirect cost rate is 15.873 percent; the difference (8.231 percent) will be funded with Health Realignment.

 

 

DISCUSSION:

 

Through close collaboration with the Department’s Maternal, Infant and Early Childhood Home Visiting Program, the California Project LAUNCH, funded by SAMHSA, will provide for the following:

 

1)                     Coordination with the California Home Visiting Program to support activity development and implementation;

2)                     Development of mental health consultation in home visiting;

3)                     Develop and strengthen the implementation of Parent Cafés to build family engagement and leadership; and,

4)                     Participate in Project external evaluation activities.

 

Ultimately, the Project’s successfully implemented early childhood strategies will result in improved mental health, reduced substance use, increased parenting skills, and improved maternal and child health.  The proposed Agreement will also allow the Department to participate in technical assistance and training provided by Alameda County Public Health, the lead local health jurisdiction, and its contractors.

 

Approval of the recommended Agreement indicates the County’s agreement to:

 

                     indemnify the State for any claims resulting from this Agreement and any claims relating to intellectual property rights;

                     follow a dispute resolution process before seeking relief in a court of law; and,

                     make itself available, for no compensation, for any litigations or administrative proceedings against CDPH regarding security and privacy.

 

CDPH has the right to terminate the Agreement without cause upon 30 days written notice.  The County may terminate the Agreement if CDPH substantially fails to perform its responsibilities.
