SUBMITTED BY:                     David Pomaville, Director, Department of Public Health

SUBJECT:                     Termination of Agreement No. 92-082 with the Regents of the University of California

RECOMMENDED ACTION:

TITLE

Approve and authorize the Director of the Department of Public Health, or designee, to notify the Regents of the University of California of its intent to terminate Agreement No. 92-082.

REPORT

Approval of the recommended action will allow the County to formally terminate evergreen Agreement No. 92-082 with the Regents of the University of California for special training for undergraduate medical students, interns and resident physicians due to lack of referrals from University of California San Francisco (UCSF).   Approval will also authorize the Director of the Department of Public Health to provide a 30-day written notice to the Regents of the University of California of its intent to terminate the Agreement, with no increased Net County Cost.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended action, the Agreement with the Regents of the University of California would remain in effect and would continue to consume a modest amount of departmental staff time.

FISCAL IMPACT:

There is no fiscal impact associated with the recommended action.  However, terminating the Agreement would redirect the related departmental staff time toward urgent projects.

DISCUSSION:

On March 10, 1992, the Board approved Agreement No. 92-082 with the Regents of the University of California; a no cost evergreen Agreement designed to provide UCSF undergraduate medical students, interns and resident physicians with a public health learning experience.  In accordance with the terms of the Agreement, the County agreed to provide a learning experience in the context of optimal services to public health clients.

For more than ten years, there has been a lack of referrals from UCSF owing in part to a widespread interest in private medical practice.  As part of the Agreement, students, interns and residents are encouraged to take part in informal observation of Department staff in clinics and on field visits.

Your Board’s approval of the recommended action would initiate a 30-day written notice to the Regents of the University of California of the County’s intent to terminate Agreement No. 92-082 in accordance with the termination provision of the Agreement.
