SUBJECT:                     Retroactive Amendments to Revenue Agreements with the Cities of Fowler, Kerman,

                     Kingsburg, Orange Cove, Parlier, and Sanger for Dispatching Services

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize Chairman to execute retroactive Amendment III to revenue Agreement 13-529 with the City of Fowler to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2016 through June 30, 2017 and increasing the contract maximum by $86,841.84 to a total of $353,566.20;

2.                     Approve and authorize Chairman to execute retroactive Amendment III to revenue Agreement 13-530 with the City of Kerman to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2016 through June 30, 2017 and increasing the contract maximum by $209,887.32 to a total of $855,590.64;

3.                     Approve and authorize Chairman to execute retroactive Amendment I to revenue Agreement 16-125 with the City of Kingsburg to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2016 through June 30, 2017 and increasing the contract maximum by $176,795.52 to a total of $347,893.20;

4.                     Approve and authorize Chairman to execute retroactive Amendment I to revenue Agreement 13-534 with the City of Orange Cove to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2016 through June 30, 2017 and increasing the contract maximum by $134,704.20 to a total of $561,186.84;

5.                     Approve and authorize Chairman to execute retroactive Amendment I to revenue Agreement 15-560 with the City of Parlier to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2016 through June 30, 2017 and increasing the contract maximum by $224,920.92 to a total of $445,458.84; and

6.                     Approve and authorize Chairman to execute retroactive Amendment III to revenue Agreement 13-532 with the City of Sanger to extend the term of the existing Agreement for Communication Dispatching Services by one year from July 1, 2016 through June 30, 2017 and increasing the contract maximum by $380,210.64 to a total of $1,512,416.16.

REPORT

There is no additional Net County Cost associated with the recommended actions, which will allow the Sheriff-Coroner to continue providing communication dispatching services for the Cities of Fowler, Kerman, Kingsburg, Orange Cove, Parlier, and Sanger.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Approval of the recommended actions are necessary for the Sheriff-Coroner’s Office to continue to provide dispatching services to the identified Cities and charge for those services at the approved MSF rate.

 

RETROACTIVE AGREEMENT:

 

The amendments are retroactive due to the length of time required for negotiation and approval of the amendments by the Cities, and are being brought to your Board on the first available Board date. The Cities approved the amendments as follows: Fowler on June 23, 2016; Kerman on June 21, 2016; Kingsburg on June 24, 2016; Orange Cove on June 21, 2016; Parlier on July 11, 2016; and Sanger on July 14, 2016.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with these actions.  The recommended agreements will provide $1,213,360 in revenue from six cities within Fresno County for communication dispatching services at $14.61 per capita.  On May 24, 2016, your Board chose to keep the MSF at the same level as the FY 2015-16 rates.

 

The Net County Cost for the six agreements is $54,813, which represents the difference between the FY 2016-17 increase in the overall population of the cities and a higher indirect cost rate proposal ($1,268,173) and the cost recovered from the cities ($1,213,360.44) at the FY 2015-16 rate that was recommended by the Sheriff and approved by your Board as noted earlier.  The Sheriff-Coroner’s FY 2016-17 adopted budget Org 3111 contains sufficient appropriations and estimated revenues for these costs.

DISCUSSION:

 

The County of Fresno through its Sheriff-Coroner’s Office, has been contracting with the Cities of Fowler and Kerman since 1988, the City of Kingsburg since March 2016, the City of Orange Cove since 2013, the City of Parlier since 1993, and the City of Sanger since 2010 to provide communication dispatching services. The population for each city is identified by using the State of California website. The recommended actions establish the cost recovery rate of $14.61 per population for the agreements with the cities for dispatching services based on the MSF rate approved by your Board on May 24, 2016 for FY 2016-17, which kept the MSF rate at the same level as the FY 2015-16 rate.
