SUBJECT: Program Supplement Agreement No. N275 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942R for 2015-16 Safety Striping at 27 Locations in Fresno County

RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute Program Supplement Agreement No. N275-N1 to Administering Agency - State Master Agreement for Federal Aid No. 06-5942R with California Department of Transportation for Federal Project No. HSIPL-5942(272) 2015-16 Safety Striping at 27 locations in Fresno County ($996,392).
REPORT
The recommended action would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The estimated total cost of the project is $1,107,106. Approval of the recommended action will allow a 90% cost reimbursement of $996,392 from the Highway Safety Improvement Program (HSIP) with the 10% local match of $110,714 to be paid out of the Road Fund. Sufficient appropriations for this project are available in Public Works and Planning - Roads Org 4510 FY 2016-17 Adopted Budget.

DISCUSSION:

Fresno County and Caltrans entered into Administering Agency - State Master Agreement No. 06-5942R for Federal Aid projects, approved by the Board of Supervisors on March 13, 2007. The Master Agreement requires a PSA to be executed as each project is funded. The PSA amends the Master Agreement to designate the County as the Administering Agency for the project, identifies the amount of Federal funds requested and available to the County, and provides a basis for the State to reimburse the County for expenditures incurred during the project.
