RECOMMENDED ACTIONS:

TITLE

1.                     Approve and authorize the Chairman to execute a Retroactive Application for Assistance Revenue Agreement for submission to the California Governor’s Office of Emergency Services for the FY 2016 Emergency Management Performance Grant, effective July 1, 2016 through June 30, 2017 ($326,703).

 

2.                     Approve and authorize the Chairman to execute the Fiscal Year 2016 Emergency Management Performance Grant Agreement Articles, Assurances, Certifications, Terms and Conditions and Governing Body Resolution.

REPORT

Approval of the recommended actions will allow the Department of Public Health to submit the non-competitive Application for Assistance Revenue Agreement and the Emergency Management Performance Grant (EMPG) to the California Governor’s Office of Emergency Services (Cal OES).  The EMPG grant funds support the Fresno County Operational Area Master Emergency Services Plan’s capability to prevent, prepare for, mitigate against, respond to and recover from emergencies and disasters.  The EMPG Local Allocation is to provide federal funds to assist state, local, territorial and tribal governments in preparing for all hazards, as authorized by Section (§) 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. §762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §§ 5121 et seq.).  The application and related EMPG documents represent an Agreement with Cal OES and require a 100 percent County match, which will be covered with Health Realignment, with no Net County Cost.

 

ALTERNATIVE ACTION(s):

 

Should your Board not approve the recommended actions, the Department would not be able to fund the County’s Office of Emergency Services (OES) resulting in a decreased level of emergency preparedness and response coordination.

 

RETROACTIVE AGREEMENT:

 

The recommended Application for Assistance Revenue Agreement was received from the Cal OES on July 20, 2016 and is retroactive to July 1, 2016.    

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.   The recommended revenue Agreement ($326,703) represents a decrease of $223 over the prior year level.  The grant allocation is non-competitive, based on a population growth model and requires a 100 percent County match, which will be covered with Health Realignment.  Sufficient appropriations and estimated revenues are included in the Department of Public Health Org 5620 FY 2016-17 Adopted Budget.  The grant allows for full reimbursement of direct costs and ten percent ($32,670) for indirect costs.  The Department’s indirect cost is 15.873 percent; the remaining indirect cost of $19,188 will be covered by Health Realignment.  

 

DISCUSSION:

 

The EMPG supports the County Operational Area’s ability to prevent, prepare for, mitigate against, respond to and recover from emergencies and disasters, whether natural or man-made.  Federal EMPG funds are allocated through the Cal OES annually, in accordance to Federal Guidance to support emergency and disaster planning and preparedness activities.   

 

The Department has received EMPG grant funds since the early 1990’s.  Previous EMPG grants funded the development and updates of emergency response plans, enhancements to the County’s Emergency Operations Center, emergency communications vehicle radio upgrades, and emergency response equipment upgrades.  The recommended revenue Agreement would provide $326,703 in grant revenue to support OES operations and activities including personnel, program costs, and emergency preparedness training.  The grant would also provide funding for the annual maintenance and support costs associated with the crisis information management system or web-based Emergency Operations Center (WebEOC).  WebEOC provides response agencies with a common access point with real time information and resource tracking, situation analysis, communication, and dissemination of information during an emergency or significant event.

 

The recommended Application for Assistance Revenue Agreement and the Assurances, Certifications, Terms and Conditions and Governing Body Resolution become a binding Agreement upon execution by Cal OES and is effective July 1, 2016 through June 30, 2017.  Your Board’s approval of the second recommend action, will execute the subsequent Agreement for this allocation.  The Agreement does not allow for termination without cause; however, the County and the State may terminate from the Agreement for non-compliance with the award assurances or terms and conditions issued by the Federal Emergency Management Agency (FEMA).
