RECOMMENDED ACTION:

TITLE

Adopt Budget Resolution increasing the FY 2016-17 appropriations and estimated revenues for Sheriff-Coroner Org 3111 in the amount of $100,000 to purchase an Emergency Response Team replacement vehicle for the Department of Public Health’s Environmental Health Division with Homeland Security Grant funding (4/5 vote).

REPORT

Approval of the recommended action will allow the Sheriff-Coroner to purchase an Emergency Response Team replacement vehicle with Homeland Security Grant funding for the Department of Public Health’s Environmental Health Division.  The purchase is being made through the Sheriff-Coroner due to the dual purpose of this vehicle.  This vehicle must be up-fitted and maintained with current communications equipment, emergency lighting, and security system that ensures capability to interface with the Sheriff-Coroner’s current equipment. The Sheriff’s Fleet Manager and a designee from the Department of Public Health will be responsible for overseeing the build and up-fitting.  The vehicle will be used to respond to environmental emergencies and is 100% reimbursable by the granting agency through the Department of Public Health, with no increase in Net County Cost.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Environmental Health Division staff will continue to use an existing high mileage, high maintenance vehicle, resulting in possible response time delays to an environmental emergency.  Additionally, County Fleet Services could purchase the vehicle and monitor the up-fitting and completion of the vehicle; however, the communications and other specifications would have to meet the interface requirements of the Sheriff-Coroner’s current equipment. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Homeland Security Grant funding will be used to purchase an Emergency Response Team vehicle estimated in the amount of $100,000 and includes up-fitting costs, such as shelving, radios, wireless communication equipment, emergency lighting, air conditioning and heating for cargo/work areas, and shade/canopy for outside of the vehicle. Approval of the recommended action will increase the appropriations and estimated revenues in the Sheriff-Coroner Org 3111 for FY 2016-17 in the amount of $100,000 to fund the purchase of the vehicle. The Department of Public Health Org 5620 FY 2016-17 Adopted Budget has sufficient appropriations in Account 7295, Professional and Specialized Services, to offset costs related to the recommended action.

 

DISCUSSION:

 

The Emergency Response Team (ERT) provides assistance to the public and other agencies by responding to emergencies anytime in a 24-hour period. The emergency situations can occur in any environmental health program area and may include food and water borne illness investigations, rabies control reporting, hazardous materials spills and accidents, clandestine drug labs, pesticide exposures, bioterrorism events, and sewage spills, among others. The ERT also functions as an initial response for the County’s Office of Emergency Services by providing on-scene analysis, assessment, and decision making for any disaster related response or incident and acts as the designee for the Health Officer in incidents where public health and safety are at risk.  Homeland Security Grant funds will be utilized by the Department of Public Health Environmental Health Division to replace the existing vehicle.

 

On March 16, 2004, your Board approved the purchase of a hazardous materials replacement vehicle for the Environmental Health Division. The vehicle now has over 122,000 miles; the wear and the repairs needed to keep the vehicle operational will exceed the salvage value of the vehicle.

 

With your Board’s approval, the Homeland Security Grant funds will allow the purchase of the replacement vehicle, including all required up-fitting costs and will be fully reimbursed through the granting agency.
