SUBJECT:                     Master Administering Agency-State Agreement for Federal Aid No. 06-5942F15 for Transportation Projects and Various Program Supplement Agreements

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Master Administering Agency State Agreement No. 06-5942F15 with the California Department of Transportation for Federal Aid Projects.

 

2.                     Approve and authorize Chairman to execute Program Supplement Agreement No. 276-F to Master Agreement for Federal Aid No. 06-5942F15 with the California Department of Transportation for the Millerton Road Widening, Federal Project No. STPL-5942(173), ($46,868).

 

3.                     Approve and authorize Chairman to execute Program Supplement Agreement No. 277-F to Master Agreement for Federal Aid No. 06-5942F15 with the California Department of Transportation for the El Dorado Avenue over Arroyo Pasajero Creek Bridge Replacement, Federal Project No. BRLO-5942(271), ($610,000).

 

4.                     Approve and authorize Chairman to execute Program Supplement Agreement No. 229-N2 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the Italian Bar Road over Redinger Lake Bridge Replacement, Federal Project No. BRLO-5942(214), ($1,500,000).

 

5.                     Approve and authorize Chairman to execute Program Supplement Agreement No. 249-N1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the Dry Creek on Burrough Valley Road Bridge Replacement, Federal Project No. BRLS-5942(245), ($442,650).

 

6.                     Approve and authorize Chairman to execute Program Supplement Agreement No. 262-N1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the Mt. Whitney Paved Pedestrian Walkway, Federal Project No. ATPL-5942(257), ($141,000).

 

7.                     Approve and authorize Chairman to execute Program Supplement Agreement No. 264-N1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the Calwa ADA Paths on Grove and Jensen Avenues, Federal Project No. ATPL-5942(259), ($399,200).

REPORT

The first recommended action will approve Master Administering-Agency State Agreement 06-5942F15 with the California Department of Transportation (Caltrans) and the County of Fresno.  The Master Agreement establishes roles and responsibilities and provides the mechanism for Federal Aid reimbursement to the County for a portion of the costs incurred by the County for road and bridge projects.  The second and third recommended actions will approve Program Supplement Agreements (PSAs) for new projects issued under this new Master Agreement.  The fourth through seventh recommended actions will approve revisions to Program Supplement Agreements for existing projects issued under Administering-Agency State Agreement 06-5942R, approved by the Board in 2007.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  The first recommended action, execution of the Administering Agency-State Master Agreement for Federal Aid No. 06-5942F15 establishes the parameters by which the County receives Federal Aid reimbursement for road, bridge and other transportation projects.

 

The second Recommended Action will provide Federal funds of $48,868 to complete the Federal National Environmental Policy Act (NEPA) process for the Millerton Road Widening project.  A local match of $6,072 will be paid out of the Road Fund.  Sufficient appropriations for this match are available in Public Works and Planning - Roads Org 4510 FY 2016-17 Adopted Budget. Table Mountain Rancheria has already contributed $2,600,000 for the Preliminary Engineering phase.  A source of funding for right-of-way and construction is yet to be identified; however, completing the NEPA process will make the project more competitive should additional Federal funds become available.

 

The third recommended action will provide $610,000 for the Preliminary Engineering phase of the Arroyo Pasajero Bridge Replacement project.  No local match is required.

 

The fourth recommended action will provide $100,000 for the Right-of-Way phase of the Italian Bar Bridge Replacement project. Caltrans previously approved $1,400,000 for the Preliminary Engineering phase. No local match is required.

 

The fifth recommended action will provide $442,650 for the Preliminary Engineering phase of the Dry Creek on Burrough Valley Road Bridge Replacement project.  A local match of $57,350 is being paid out of the Road Fund, over several fiscal years while the project is in the design phase.  Sufficient appropriations have been and will be included in the Public Works and Planning - Roads Org 4510 Budget for prior, current and future fiscal years.

 

The sixth recommended action will provide $141,000 for the Preliminary Engineering and Construction phases of the Mt. Whitney Paved Pedestrian Walkway project.  No local match is required; however, if costs exceed the allocation, they will be paid out of the Road Fund. Sufficient appropriations were included in the Public Works and Planning - Roads Org 4510 FY 2016-17 Adopted Budget.

 

The seventh recommended action will provide $399,200 for the Preliminary Engineering and Construction phases of the Calwa ADA Paths on Grove and Jensen Avenues project.  No local match is required; however, if costs exceed the allocation, they will be paid out of the Road Fund.  Sufficient appropriations were included in the Public Works and Planning - Roads Org 4510 FY 2016-17 Adopted Budget.

 

DISCUSSION:

 

Recommended Action #1

The County originally entered into an agreement with Caltrans for Federal Aid Funds in 1977.  The Agreement is updated as funding laws and procedures change.  The Agreement was updated in 1997 and again in 2007.  The 2007 Agreement, 06-5942R, remains in effect and PSAs providing for additional funding approved for existing projects previously funded thereunder will continue to be issued under the 2007 Agreement.  New projects will have PSAs issued under the new Master Agreement, 06-5942F15.

 

 

The major changes in the new Master Agreement include:

 

                     Updated Articles I through VII with citations that more accurately reflect new required procedures, rules and regulations.

                     Reduced the deadline for timely use of funds for Federal and State encumbered projects from seven years to six years. (Funds must be spent within six years of authorization).

                     Revised requirement for compliance with Office of Management and Budget (OMB) procedures regarding cost principles for Grants/Awards (replaced by 2 CFR Part 200).

                     Revised Disadvantaged Business Enterprise (DBE) requirements to eliminate the term “race-neutral”.

 

Recommended Action #2

The Millerton Road Widening project, located east of the town of Friant, just south of Millerton Lake would result in the reconstruction of an approximately 4.7-mile stretch of Millerton Road from a two-lane rural roadway to a four-lane divided arterial roadway from North Fork Road to just east of Table Mountain Road, generally following the centerline of the existing roadway.  Nine (9) major road intersections and eighteen (18) private road and driveway intersections would be improved and a new two-lane bridge would be constructed over the Friant-Kern Canal to accommodate westbound traffic.  The four-lane roadway would accommodate existing and projected future traffic demands, as well as improve safety.

 

Recommended Action #3

This Highway Bridge Program project includes replacement of the structurally deficient El Dorado Avenue over Arroyo Pasajero Creek Bridge (2) six miles north of Jayne Avenue, near Coalinga with a cast-in-place, two-span concrete reinforced bridge.  The construction phase is scheduled to begin during the 2023/24 fiscal year.

 

Recommended Action #4

This Highway Bridge Program project includes replacement of the functionally obsolete single lane Italian Bar Road over Redinger Lake Bridge (6) six miles south of Mammoth Road with a two-lane bridge.  The construction phase is scheduled to begin during the 2017/18 fiscal year.

 

Recommended Action #5

This Highway Bridge Program project includes replacement of the functionally obsolete timber Dry Creek Bridge on Burrough Valley Road, just east of Tollhouse Road, with a reinforced concrete slab bridge.  The construction phase is scheduled to begin during the 2019/20 fiscal year.

 

Recommended Action #6

This Alternative Transportation Program project consists of constructing a dedicated four foot wide paved pedestrian path separated from the roadway on the north side of Mount Whitney Avenue between Grantland Avenue and Garfield Avenue in the community of Lanare, just west of Riverdale. The construction phase is scheduled to begin in October 2016.

 

Recommended Action #7

This Alternative Transportation Program project consists of constructing new and/or retrofitting/replacing existing curb ramps, sidewalks, driveway approaches, and alley approaches to provide an ADA compliant path of travel on Grove Avenue between Ninth Street and Cedar Avenue and on Jensen Avenue between Pullman Avenue and Cedar Avenue in the community of Calwa. The construction phase is scheduled to begin in October 2016.
