REPORT
The above listed entities have called for elections on November 8, 2016, the date of the Statewide General Election, an established election date. Consolidation of elections for these entities will allow them to participate in the November 8, 2016 Statewide General Election. All entities will be billed their pro-rata share of election costs. There will be no increase in net county cost associated with the recommended action.
ALTERNATIVE ACTION(s):
There are no viable alternative actions. There is no basis for the denial of these consolidation requests for the November 8, 2016 Statewide General Election.
FISCAL IMPACT:
There is no increase in net County cost associated with the recommended action. Consolidation will increase the overall cost of the election, which will be shared by all entities involved in the election. The total estimated consolidated cost of the November 8, 2016 Statewide General Election is $1,976,106.00 with anticipated offsetting revenues of $276,654.84 (14%). The 14% revenue offset is equal to the offset budgeted in the FY 2016-17 Adopted Budget Org. 28500100. The Department continues to monitor the budget closely and anticipates being within budget on June 30, 2017.
DISCUSSION:
The governing boards or council, as applicable, of each of the above listed public agencies have called for elections on November 8, 2016, requested that the Board of Supervisors order the consolidation of the elections, and stated on behalf of their agency that it will reimburse the County for costs incurred in conducting the agency’s election. Elections Code section 10401 provides that when one of the elections to be consolidated is a statewide election, the Board of Supervisors may order the consolidation of the elections. Each agency will receive an invoice for its pro-rata share of the incurred elections costs in accordance with Elections Code section 10416(c).
