RECOMMENDED ACTION(S):

Award Contract No. 16-02-C, ADA Path on Grove Avenue and Jensen Avenue, to the bidder with the lowest responsive bid, Seal Rite Paving & Grading, 4237 W Swift Ave, Fresno, CA 93722, in the total amount of $257,843.

REPORT

Approval of the recommended action will authorize the award of a federally funded Active Transportation Program (ATP) project.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, it will result in cancellation of the project and de-obligation of the allocated Federal funding. Any funds received by the County for this project to date would require reimbursement to the Federal Highway Administration from the Road Fund.

 

FISCAL IMPACT:

 

There will be no Net County Cost associated with the recommended action. The anticipated construction cost of the project, based on the low bid and including an allowance for contingencies, is $270,735. The project is funded through the ATP which will provide approximately 90% of the funding for contract construction. The County’s share of the local match, estimated to be $23,735, will be paid out of the Road Fund and is included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget.

 

DISCUSSION:

 

The work to be done, in general, consists of constructing new and/or retrofitting/replacing existing curb ramps, sidewalks, driveway approaches, and alley approaches to provide an ADA compliant path of travel on Grove Avenue between 9th Street and Cedar Avenue and on Jensen Avenue between Pullman Avenue and Cedar Avenue, in the Community of Calwa.

 

The purpose of the project is to provide better connectivity between existing facilities and enhanced safety and accessibility for pedestrians walking to Calwa Elementary School and other locations in the community. The majority of Calwa lacks adequate sidewalks and pedestrian-friendly paths of travel. The area is primarily populated with low-income families, including youth and elderly, who sometimes rely on non-motorized forms of transportation. This proves to be hazardous when competing for the same roadways as fast-traveling autos and other vehicles. In addition, physically challenged users have no ADA compliant ramps or sidewalks to ensure safe travel. The project will install pedestrian-friendly sidewalks and curb ramps to increase safety for pedestrians and those utilizing non-motorized forms of transportation.

 

The department received three bids for the project on September 1, 2016.  The lowest responsive bid was $257,843.00, which is $55,737.00 or 27.58% higher than the engineer’s estimate of $202,106.00.  The difference is due to higher than anticipated costs for Clearing and Grubbing, Root Barrier, and Minor Concrete (Driveway).

Plans and Specifications were prepared by the Department’s Design Division.  It is anticipated that construction will begin in late October 2016 and be completed in December 2016.

 

OTHER REVIEWING AGENCIES:

 

Caltrans provides oversight where Federal funds are allocated.
