RECOMMENDED ACTION(S):

TITLE

Adopt Resolution dissolving the Human Resources Advisory Board.

REPORT

Approval of the recommended action allows for the elimination of the Human Resources Advisory Board (HRAB). Although once an active review board, there is no longer a need for a standing board to review project proposals. The Department may establish proposal review committees as needed. Entities created by your Board must be dissolved by your Board.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the HRAB would remain an inactive advisory board.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.

 

DISCUSSION:

 

In response to the request of the Board to verify the current status of all Boards, Commissions, and Committees created by the Board of Supervisors, the Department of Social Services is recommending dissolution of the HRAB.

 

The County of Fresno’s Board of Supervisors created two grant reviewing committees, the Human Resources Advisory Committee (HRAC), established in 1973 and the Social Services Advisory Board (SSAB), established in 1978. The HRAC reviewed items associated with Child Abuse and Neglect Services, while the SSAB was assigned to review Public Assistance and Emergency Shelter Grant (ESG) programs.

 

On September 27, 1994, the HRAC and SSAB were combined to form the HRAB. In the past, the HRAB was vital in reviewing Community Development Block Grant (CDBG) and ESG proposals. Over time, that need has diminished. The McKinney - Vento Homeless Assistance Act requires the local Continuum of Care to be consulted in determining allocation of ESG funds. In place of the HRAB, the Department will appoint a committee to review the Social Services components of CDBG and ESG proposals.

 

Under the Code of Federal Regulations, Title 24 - Housing and Urban Development, citizen participation is required as part of the CDBG funding process to ensure the fair and impartial review and recommendation of grant proposals. Counties have the latitude to develop review committees on an “as needed” basis, without the need for creating a standing advisory board.

 

The HRAB is referenced in the County of Fresno’s Citizen Participation Plan (CPP) as the reviewing body for CDBG and ESG funding proposals. Because dissolution of the HRAB will require revising the CPP, an item will be brought to your Board at a later date with the revised CPP, should your Board approve the recommended action.
