SUBJECT:                     Amendments to Tri-Signal Integration, Inc. and Geil Enterprises, Inc.

                     Agreements

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute First Amendment to Agreement 13-675 with Tri-Signal Integration, Inc., to increase the maximum Agreement cost by $720,000 for a maximum potential five-year cost not to exceed $1,223,400.

 

2.                     Approve and authorize the Chairman to execute First Amendment to Agreement 13-676 with Geil Enterprises, Inc. dba Valley Security & Alarm, to increase the maximum Agreement cost by $143,000 for a maximum potential five-year cost not to exceed $305,050.

 

REPORT

The recommended actions are necessary to increase the maximum agreement amounts to fulfill the increased utilization of both contracts due to unanticipated work requests that required maintenance, repairs or modifications to the fire alarm and intrusion systems within County facilities.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, it would result in the inability to continue services to the fire alarm and intrusion systems at various County facilities.

 

FISCAL IMPACT:

 

The first recommended action increases the potential five-year maximum Agreement cost of the Tri-Signal Integration, Inc. (Tri-Signal) agreement to $1,223,400.  The second recommended action increases the potential five-year maximum Agreement of the Geil Enterprises, Inc. dba Valley Security & Alarm (Valley Security & Alarm) agreement cost to $305,050.  For both actions, sufficient appropriations have been included in the FY 2016-17 Security Org 8970 Adopted Budget.  Costs related to these services are charged back to the County department(s) occupying the facilities where the work is done.

 

DISCUSSION:

 

On October 29, 2013, your Board approved both Agreement 13-675 with Tri-Signal and Agreement 13-676 with Valley Security & Alarm.  The agreement with Tri-Signal was to provide regularly scheduled inspections, preventative maintenance, repairs, system modifications, and additions to fire alarm systems at various County facilities for a three-year term with the option for two, one-year extensions at a maximum amount of $495,000 over the potential five-year term.  The agreement with Valley Security & Alarm was to provide regularly scheduled inspections, preventative maintenance, repairs, system modifications, and additions to intrusion systems at various County facilities for a three-year term with the option for two, one-year extensions at a maximum amount of $170,000 over the potential five-year term.

 

The recommended actions are necessary to fulfill the increase in utilization of both contracts due to unanticipated work requests for fire alarm and intrusion system maintenance, repairs, and/or modifications to existing systems.  Costs related to the increased utilization of these services were a combination of the County maintenance projects approved by your Board on October 27, 2015, modifications/replacements to outdated systems, and the Hall of Records flood.  Requests related to the replacement of systems are due to additional property the County acquired and from County user requests.

 

The first recommended action increases the potential five-year maximum Agreement cost of the Tri-Signal agreement to $1,223,400.  The second recommended action increases the potential five-year maximum Agreement of the Valley Security & Alarm agreement cost to $305,050.  All other terms of the Agreements remain unchanged.
