SUBJECT:                     Cradle to Career Partnership Agreement

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute Cradle to Career Partnership Agreement effective upon execution ($0).

REPORT

There is no Net County Cost associated with this Partnership Agreement, which is a statement of intent and commitment only and is not binding upon the parties.  The Agreement provides for County participation in striving to achieve the Cradle to Career goals of increasing Kindergarten readiness, third grade reading proficiency and high school graduation rates.  The participating County members include the Chairman of the Board and County Administrative Officer as Leadership Council Members, and the Directors of the Departments of Social Services, Public Health, and Behavioral Health; the District Attorney; Public Defender; and Probation Division Director.

 

ALTERNATIVE ACTION(S):

 

Your Board could choose to not participate in the Cradle to Career Partnership.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with this Agreement.  There is no exchange of funds associated with participation in the Cradle to Career Partnership. The County participants will attend meetings, generally quarterly, to further the goals of Cradle to Career.

 

DISCUSSION:

 

The mission of the Cradle to Career (C2C) Partnership of Fresno County is to strengthen education and community support systems through collaboration and build the capacity for all children and families to achieve success.  The Cradle to Career brings together institutional leaders and synchronizes the community’s collective resources mobilizing them toward improvement strategies.  The partnership includes representatives from every applicable public and private organization including educational, health, civic, philanthropic, business, nonprofit and justice leaders (see Attachment A).

 

For the next three years the C2C Partnership has identified three immediate goals:

                     Kindergarten readiness will increase by 10 percentage points each year;

                     Third grade reading proficiency will increase by 10 percentage points each year; and

                     High school graduation will be 100% countywide by 2020.

 

Members guide the development, implementation, and evaluation of a collective, coordinated community effort that will lead to increases in social and educational outcomes for our young people, ultimately resulting in increased graduation rates from high school and post-secondary institutions that leads to a more prosperous community.
