RECOMMENDED ACTION(S):
TITLE
Confirm Appointment of Oscar J. Garcia effective October 17, 2016 to fill the unexpired term of Auditor-Controller/Treasurer-Tax Collector pursuant to Fresno County Charter Section 14
REPORT
Approval of the recommended action will confirm appointment of Oscar J. Garcia to complete the unexpired term of Auditor-Controller/Treasurer-Tax Collector effective October 17, 2016.
ALTERNATIVE ACTION(S):
Your Board may choose to not confirm the appointment.
FISCAL IMPACT:
There is no increase in net County cost associated with the recommended action. Sufficient funding is included in the Auditor-Controller/Treasurer-Tax Collector Org 0410 FY 2016-17 Adopted Budget and will be included in future requested budgets.
DISCUSSION:
Pursuant to Section 14 of the Fresno County Charter, with your Board’s approval of the recommended action, the appointment of Oscar J. Garcia to complete the unexpired term of Auditor-Controller/Treasurer-Tax Collector will be confirmed.
Oscar J. Garcia has worked at the County of Tulare Auditor-Controller’s Office from March 2008 to present and currently serves as the Assistant Auditor-Controller. In addition to serving as the Assistant Auditor-Controller at the County of Tulare, he has also served as the Chief of Financial Reporting and Audits, Chief General Accountant, Chief Revenue Officer, Chief of Accounting Systems and Internal Auditor. Prior to working at the County of Tulare, Mr. Garcia worked at Price Paige & Company and Douglas M. Smith as a Staff Accountant. He graduated from California State University Fresno with a Bachelors of Art in Business Administration with an emphasis in Accounting in 2003 and earned his CPA in 2005.
Mr. Garcia brings public sector experience from the County of Tulare and has experience preparing the Comprehensive Annual Financial Report (CAFR), expertise in Government Accounting Standard Board (GASB) pronouncements, experience auditing and reviewing County departments and providing financial advice and assistance to County departments. Personally, he enjoys golf, basketball, fishing and spending time with his family.
