SUBJECT: Adoption of Proposed Citizens Advisory Committee Bylaws for County Service Area 34 Zone 'A' (Brighton Crest)
RECOMMENDED ACTION(S):
TITLE
Approve and adopt the Third Amendment to the Citizens Advisory Committee Bylaws for County Service Area 34, Zone 'A', Brighton Crest.
REPORT
The recommended action will amend the Citizens Advisory Committee (CAC) Bylaws for County Service Area 34 Zone 'A' (CSA 34A).
ALTERNATIVE ACTION(S):
Direct County staff to confer with the CAC to revise the Bylaws and resubmit for Board approval.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. All costs are paid by benefitting property owners within CSA 34A.
DISCUSSION:
CSA 34A provides domestic water, wastewater, street lighting, and street sweeping services to the residents and property owners within the Brighton Crest subdivision located approximately 3.5 miles east of the unincorporated community of Friant on the south side of Millerton Road (see Exhibit A for the location of CSA 34A). The CAC, operating under the current bylaws, acts as a liaison between CSA 34A property owners and the County on all matters pertaining to services provided by CSA 34A.
The current CAC Bylaws were first adopted on January 16, 1999, and last amended on August 25, 2009. The CAC has requested revisions to the bylaws to clarify terms of membership and to include representatives elected by property owners in the community, and representatives appointed by Brighton Crest Home Owners Association (Brighton Crest HOA), Fairways Home Owners Association (Fairways HOA), and Table Mountain Rancheria (TMR).
The following modifications to the Bylaws are proposed:
a) The reference to "Citizens Advisory Council" is changed to "Citizens Advisory Committee" for continuity with other Special Districts.
