SUBJECT: Program Supplement Agreements to Master Administering Agency-State Agreement for Federal Aid No. 06-5942R for Transportation Projects
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize Chairman to execute Program Supplement Agreement No. 253-N1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the Englehart Avenue over Reedley Main Canal Bridge Replacement, Federal Project No. BRLO-5942(239), ($200,000).
2. Approve and authorize Chairman to execute Program Supplement Agreement No. 256-N1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the Del Rey Avenue over Fresno Canal Bridge Replacement, Federal Aid Project No. BRLO 5942(249), ($365,000).
3. Approve and authorize Chairman to execute Program Supplement Agreement No. 214-N2 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the Manning Avenue over Travers Creek Bridge Replacement, Federal Aid Project No. BRLS 5942(198), ($860,511).
4. Approve and authorize Chairman to execute Program Supplement Agreement No. 258-N1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for the shoulder improvements on Adams Avenue from Cherry Avenue to Clovis Avenue, Federal Aid Project No. CML 5942(253), ($411,038).
REPORT
The recommended actions will approve revisions to Program Supplement Agreements for existing projects issued under Administering Agency-State Agreement 06-5942R, approved by the Board in 2007.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions.
The first recommended action will provide $160,000 for the Preliminary Engineering phase of the Englehart Avenue over Reedley Main Canal Bridge Replacement project. Caltrans previously approved $40,000 for the Preliminary Engineering phase. No local match is required.
The second recommended action will provide $116,000 for the Preliminary Engineering phase of the Del Rey Avenue over Fresno Canal Bridge Replacement project. Caltrans previously approved $249,000 for the Preliminary Engineering phase. No local match is required.
The third recommended action will provide $287,722 for the Preliminary Engineering and Right-of-Way phases of the Manning Avenue over Travers Creek Bridge Replacement project. Caltrans previously approved $572,789 for the Preliminary Engineering phase. Sufficient appropriations for the local match were included in the Public Works and Planning - Roads Org 4510 Budget for prior and current fiscal years. Sufficient appropriations will be included in requested budgets for future fiscal years.
The fourth recommended action will provide $247,884 for the Right-of-Way phase for the shoulder improvements on Adams Avenue from Cherry Avenue to Clovis Avenue project. Caltrans previously approved $163,154 for the Preliminary Engineering phase. Sufficient appropriations for the local match were included in the Public Works and Planning - Roads Org 4510 Budget for prior and current fiscal years. Sufficient appropriations will be included in requested budgets for future fiscal years.
DISCUSSION:
Recommended Action #1
This Highway Bridge Program project consists of replacement of the functionally obsolete two-span reinforced concrete flat slab bridge on Englehart Avenue over Reedley Main Canal with a bridge that meets current standards. The construction phase is scheduled to begin during the 2019/20 fiscal year.
Recommended Action #2
This Highway Bridge Program project consists of replacement of the functionally obsolete two-lane timber bridge on Del Rey Avenue over Fresno Canal Bridge with a two-lane concrete bridge that meets current standards. The construction phase is scheduled to begin during the 2019/20 fiscal year.
Recommended Action #3
This Highway Bridge Program project consists of replacement of the structurally deficient two-lane Travers Creek Bridge on Manning Avenue with a new concrete bridge that meets current standards. The construction phase is scheduled to begin during the 2017/18 fiscal year.
Recommended Action #4
This project consists of constructing a four-foot wide paved shoulder on each side of Adams Avenue from Cherry Avenue to Clovis Avenue. The construction phase is scheduled to begin during the 2017/18 fiscal year.
