SUBJECT:                     Approve Waiver of Nepotism Rule: County Clerk - Elections

 

RECOMMENDED ACTION(S):

TITLE

 Approve the waiver of nepotism rule in accordance with Management Directive 230 - Nepotism and Section 43 of the Fresno County Charter for the son of the Director of Human Resources selected as Extra Help Information Technology Intern in County Clerk/Elections and authorize the Chairman to sign the Job Change Information form (Unanimous).

REPORT

County Clerk - Elections requested a recruitment for 25 Extra Help Information Technology Interns to provide support for the upcoming November 8, 2016 Presidential General Election; a total of thirteen qualified applicants were forwarded to the Department as eligible for hire.  The son of the appointed Director of Human Resources was one of the thirteen selected for hire.

 

ALTERNATIVE ACTION(S):

 

If not approved, this qualified candidate will not be hired.

 

FISCAL IMPACT:

 

There is no increase in net County cost associated with this action.  Sufficient appropriations are included in the Adopted FY 2016-17 Org. 2850 Budget to cover the staffing costs of the election.

 

DISCUSSION:

 

Fresno County Charter Section 43 prohibits the employment of a person who is related within the third degree, whether by blood or marriage, to a member of the Board of Supervisors or any elected or appointed department head, except that the Board of Supervisors may by unanimous vote of all members present, provided there are at least four members present, find that by reason of unusual qualifications of the applicant, or the existence of other unusual circumstances, the best interest of the County would be served by employing such person.  The length of service for the Extra Help IT Intern in the November 2016 Presidential General Election is approximately 7 weeks.
