SUBJECT:                     Cooperative Agreement with City of Fresno to overlay Bullard Avenue from Blackstone to Marks Avenue

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a Cooperative Agreement with the City of Fresno for the Bullard Avenue Overlay between Blackstone Avenue and Marks Avenue ($1,422,700).

REPORT

Staff is recommending that the Board approve the Agreement with the City of Fresno (City) for the Bullard Avenue overlay and authorize the deposit of $1,422,700 with the City within forty-five days after award of the project construction contract by the City’s Council as outlined in the agreement.  This will allow the County to participate in the overlay of Bullard Avenue.

 

ALTERNATIVE ACTION(S):

 

The Board may elect to reject the Cooperative Agreement with the City.  If the Board does not approve the agreement with the City, the City may elect to overlay Bullard Avenue only within their jurisdiction or cancel the project. 

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The County share of the project will be $1,422,700 based on the latest Engineer’s Estimate.  This represents 52% of the project cost although the County’s jurisdiction is only 48% of the total area.  The additional cost of the project reflects the type of treatment necessary to address the condition of the road.  If this agreement is approved by the Board, within forty-five days after award of the Project’s construction contract by the City’s Council, the County will be required to deposit 90% of the County’s project contribution with the City.  The amount will be paid out of the Road Fund and sufficient appropriations are included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget.

 

DISCUSSION:

 

Bullard Avenue is a jurisdictional boundary between the City and the County.  For this reason, Bullard Avenue has not been maintained consistently between the two agencies.  Historically, each jurisdiction only maintained the road within each jurisdictional boundary.  In 2006, the County received Federal funding to overlay Bullard Avenue between Nantucket to 0.13 miles west of Wilson Avenue which is within the County’s jurisdiction. 

 

The County Department of Public Works and Planning and the City Public Works Department have been planning a joint project to overlay Bullard Avenue between Blackstone Avenue and Marks Avenue.  The jurisdictional road maintenance responsibility of Bullard Avenue between Blackstone Avenue and Marks Avenue is shared between the County and the City.  It is the County’s responsibility to maintain 48% of Bullard Avenue while the remaining portion is maintained by the City.  The Agreement went before the Fresno City Council on June 23, 2016 to authorize the Director of Public Work of his designee to execute the agreement on behalf of the City.  On July 7, 2016 the agreement was execute by the Assistant Director on behalf of the City.

 

The scope of work consists of, but is not limited to, grinding existing asphalt as necessary, installation of pavement fabric within the County’s jurisdiction, 0.2 feet asphalt concrete overlay, loop detector replacement and signing and striping.  Where necessary, replacements of non-conforming American with Disability Act curb ramps will be done.

 

The City of Fresno is preparing the construction plans and specification for the project with input from County staff.  At this time, the project is anticipated to be advertised in the winter of 2016 with construction to begin in spring of 2017 as the weather allows.
